Advocacy is soliciting proposals for a reserch topic entitled "Making
Benefits Available to Employees of Small Businesses". Can we find a
way to allow employees in small firms to participate in benefit
programs to the extent that is done in large companies? These benefits
could include training and education programs, health care plans,
pension plans, and other benefits. Would a voucher system work? It is
anticipated that the solicitation will be issued on or after April 23,
1999. The closing date for receipt of the proposal will be on or after
May 24, 1999. Copies of the solicitation will be provided upon written
request only. No telephone or fax request will be honored. This
