The Rocky Flats Citizens Advisory Board (RFCAB), an independent advisory board operating under a grant from the United States Department of Energy (DOE), is seeking expressions of interest from contractors to provide technical services related to management, community relations and technical support for the Community Radiation Monitoring Program (ComRad). The contractor will provide these services beginning in July 1999, with an opportunity for annual contract extensions depending on continued program support from the Department of Energy. The chosen contractor will be under the direct supervision of the ComRad Oversight Panel, comprised of representatives from local city and county governments within close proximity to the Rocky Flats Environmental Technology Site near Denver, Colorado. The Department of Energy and local community leaders initiated the ComRad program in 1990. Five environmental monitoring stations have been set up within the surrounding communities to measure radioanalytical and meteorological parameters. The goals of the program are to provide educational opportunities for the local community related to basic concepts of radiation and to provide the communities with a means to independently measure radiation levels and obtain monitoring data. Duties to be carried out by the contractor include evaluating the existing ComRad program; managing and maintaining the environmental monitoring stations; performing data collection, analysis and dissemination; and conducting community outreach. A Request for Proposals describing in more detail the responsibilities outlined above will be available on May 10, 1999. Proposals by bidders for this contract will be due by 3:00 p.m. MDT on June 7, 1999.
