Coffman, (202) 324-2457 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The applicable solicitation number is 912711. The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Inso Corporation to provide a site license to the FBI to allow unlimited distribution of Outside In Viewer Technology software to support the Automated Computer Examination System (ACES) Viewer. This solicitation is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-06. This acquisition will be a small business set-aside as prescribed at FAR Subpart 19.5. The related standard industrial classification code is 3577 and the small business size standard is 1,000. The FBI's requirement under this acquisition is to provide a site license to allow for unlimited distribution of the Outside In Viewer technology software developed by Inso Corporation. The requested license shall be used by the FBI to allow for the unlimited distribution of the Automated Computer Examination System (ACES) Viewer in support of all examinations performed by ACES. The delivery of this unlimited site license to the FBI's Washington, D.C. Headquarters location must be completed NLT 5/1/99. Delivery shall be f.o.b. destination. Acceptance shall be at the destination. The provision at FAR 52.212-1, Instructions to Offeror -- Commercial, applies to this acquisition. However, there are no addenda applicable to this provision. Evaluation of quotations shall be conducted on the basis of technical capability (i.e., capability of the item offered to meet the FBI's need), price and past performance. Therefore, with its quotation, each Offeror is invited to present any associated features, and warranty provisions. Past performance shall be evaluated as prescribed at FAR 13.106. Each Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer. The clause FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this synopsis/solicitation. The successful offeror shall be required to implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. However, there are no addenda applicable to this provision.
