SYNOPSIS SOLICITATION for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. QUOTATIONS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation
HAQ993005 is issued as a Request for Quotation (RFQ) and incorporates
provisions and clauses in effect through Federal Acquisition Circular
97-10. The Standard Industrial Classification (SIC) code is 9999, with
a small business size standard of 500 employees. This will be a firm
fixed-price requirements contract for the Bureau of Land Management and
a firm fixed-price indefinite-delivery, indefinite-quantity (IDIQ)
contract for use by other federal agencies with a maximum order
limitation of fifty-percent (50%) of the estimated quantities of each
line item in the Schedule of Items. Delivery orders will be issued
against the resultant contract(s). SUPPLY AND DELIVER hot bituminous
plant mix (asphalt concrete) into Government vehicles at Contractor's
plant. The hot mix is required for asphalt surface patching and repair
of roads. Estimated performance period is June through October 1999.
This solicitation has 6 line items, various locations and estimated
quantities are as follows: Line 1, Eugene District, 1,500 tons; Line 2,
Reedsport, Coos Bay District, 2,000 tons; Line 3, North Bend, Coos Bay
District, 1,000 tons; Line 4, Tenmile, Coos Bay District, 3,000 tons;
Line 5, Tri City, Roseburg District, 1,400 tons; Line 6, Roseburg
District, 1,000 tons. TECHNICAL SPECIFICATIONS: 1) Composed of crushed
stone or gravel and Performance Based Asphalt (PBA) PBA-5 grade, mixed
in a hot plant (either batch or continuous mix type) with not more than
6% liquid asphalt; 2) Gradation of the aggregate and grade quality of
the asphalt cement shall conform to those commonly specified as "Class
C Standard Duty" by the State of Oregon, or approved equal; 3) Mixed
to a uniform consistency, and be at a temperature between 300 and 325
degrees Fahrenheit when deposited in the Government vehicles. DELIVERY,
PERFORMANCE, AND ACCEPTANCE: 1) Delivery -- a) Hot Bituminous Plant Mix
(Asphalt Concrete) shall be F.O.B. the Contractor's plant delivered
into Government vehicles; b) Specific requirements will be identified
on "delivery orders" placed on an "as needed" basis by Contracting
Officer (CO) or other ordering official designated by the CO. Oral
orders will be placed at time of need and confirmed in writing. Oral
orders will be placed 24 hours prior to pickup of hot mix; 2)
Performance -- Contractor shall furnish delivery tickets in four (4)
copies for each delivery made. Tickets shall contain the following
information: a) Contractor's name and address; b) Delivery date; c)
Quantity delivered with unit and total prices; d) The CO's
Representative or alternate will sign the delivery ticket and provide
two copies to the Government. The Government will pay the Contractor
upon the receipt of a proper invoice with supporting tickets on
quantities accepted by the Government on a monthly basis or when the
amount due on accepted quantities exceeds $5,000; 3) Acceptance --
Final inspection and acceptance of supplies will be made by the
Government at the place of delivery. FAR Clause 52.212-2, EVALUATION
FACTORS FOR AWARD -- the following factors shall be used to evaluate
quotes: 1) Award will be on an item basis. If one quoter receives award
of more than one item it will be required to perform simultaneously. 2)
Area Consideration -- Quotes will be evaluated on the basis of the unit
price for each item, plus a cost factor for evaluation purposes only to
reflect Government haul costs, to be computed as follows: a) The
Contractor shall compute the distance to the nearest 0.1 mile from the
entrance of its facility to the entrance of the facility specified by
the BLM or the City Center when there is no facility specified in
Schedule of Items for a particular service area; b) TheGovernment will
verify this distance, and it shall be multiplied by a factor of $0.50
to determine the haul cost (per ton); c) Award will be made to the
responsible quoter on the basis of the lowest combination of unit price
(price per ton) and haul cost factor (per ton); d) Government facility
locations per line item: Line 1, Eugene -- Eugene Maintenance Shop,
3040 N Delta Highway, Eugene, Oregon; Line 2, Reedsport -- West Fork
Maintenance Shop located 35 miles East of Reedsport, Oregon; Line 3,
North Bend -- Coos Bay District Office, 1300 Airport Lane, North Bend,
Oregon; Line 4, Tenmile -- Tenmile Maintenance Shop located 19 miles
west of Roseburg, Oregon; Line 5, Tri City -- Myrtle Creek Maintenance
Shop, Klimback Street, Tri City, Oregon; Line 6, Roseburg -- 777 NW
Garden Valley Blvd., Roseburg, Oregon. QUOTATIONS SHALL INCLUDE: 1)
Item no. and price per ton of hot bituminous plant mix; 2) Plant
location and miles from applicable Government facility from which
quoter is to provide the plant mix; 3) FAR provision 52.212-3 Offeror
Representations and Certifications -- Commercial Items. 4) Quoters
shall submit signed and dated quotes on letterhead stationary.
