496-3878 The Division of Intramural Research, National Institute of
Allergy and Infectious Diseases has a requirement to establish, operate
and maintain a murine production colony under strict double barrier
conditions to contain approximately 2400 cages of inbred, congenic,
transgenic and DNA-mediated gene targeted mutant mice and their
offspring. Any offeror must have documented successful experience in
the operation of a high quality breeding facility for the types of mice
mentioned above. Any offeror shall provide a minimum of two completely
autonomous foundation colonies for actively maintained strains to
provide backup in the event of a pathogenic contamination. In addition
the successful offeror shall maintain a separate barrier unit of 1200
cages of mice for production purposes. The building construction of
the barrier units must be in compliance with the publication "(The
Guide for the care an Use of Laboratory Animals" (The Guide) and be
equipped with an air handling system including HEPA air-filtration.
These barrier facilities must be dedicated exclusively to the contract.
The offeror shall provide all caging, feed, water, and miscellaneous
supplies necessary to maintain the colony. The offeror must provide
personnel experienced in the interpretation and performance of complex
breeding protocols and having the ability to sample a variety of
tissues which will be sent to NAID for genotyping. The offeror must
have the proven capability to re-derive mice by embro transfer or
Cesarean section, establish defined micro-flora foundation and
production colonies and cryopreserve and reconstitute mouse embroyos.
The offeror shall maintain a physically separate and independently
staffed quarantine area to house mice prior to re-derivation.
Contractor must be AAALAC accredited and provide veterinary care and a
complete health monitoring program overseen by an ACLAM Certified
Veterinarian specializing in small rodents. The offeror shall deliver
animals under climate controlled conditions in keeping with standards
specified in The Guide. The offeror must be experienced with and
provide a computerized relational data base capable of keeping
breeding, performance and pedigree records with access to e-mail
distribution. The offeror must be able to provide sales, distribution,
technology licensing and accounting services necessary to market mice
for the NIAID transgenic "Exchange" program. It is proposed that any
contract issued will be a 7 year cost reimbursement completion type
contract using incremental funding. SEE NUMBERED Note 1. The RFP will
