U.S. Contractors are invited to present Proposals/Bids for a feasibility study into reimbursable UXO Clearance development projects. At present, UXO LAO gives priority to clearance sites that have severe contamination and are key to provincial development plans. The costs of these clearance activities is paid mainly from international donor subscription to the LAO PDR UXO trust funds. The feasibility study will consider options for financing UXO clearance operations that support infrastructure and development projects, recovering the costs through charging development agencies for UXO survey and removal services. The feasibility study will provide: A) Details of the market potential for reimbursable clearance activities; B) Details of development plans of the LAO PDR, which are constrained by the presence of UXO; C) Details of the resources required to offer a service to development agencies; D) Standards and procedures suitable to repayment clearance such as operations, administration, contracts, licensing, etc.; E) A recommended mechanism which would enable contributions towards the overall costs of the current UXO LAO program, through income earned from repayment clearance in order to decrease the dependency of direct international donor support; F) Recommendations for a long term plan assisting UXO LAO to steadily increase its ability to generate an income from reimbursable clearance.
