U.S. Contractors are invited to present proposals for an implementing
partner to undertake advanced training activities for the LAO National
Unexploded Ordnance Program (UXO LAO) as a follow on to the initial
basic training provided by U.S. active duty military personnel between
1996 and 1999. To date U.S. trainers have taught a UXO Clearance
course, Advanced MEDIC course, MEDIC refresher course and Team Leader
course. The contracted organization will conduct additional Advanced
Explosive Ordnance Disposal (EOD) training to develop LAO Team members
who are graduates of the basic courses at the UXO LAO National
Training Center outside Vientiane. As UXO LAO implements the National
Program structure to include standardization of roving and clearance
teams, the emphasis of progressive capacity building training will be
on EOD Team Leaders. The development of an advanced EOD course will
assist in developing team leaders' skills. Upon completion of training,
course graduates should be able to accomplish the following: A)
Undertake conventional munitions disposal (CMD) EOD operations, both
general and specialized, throughout LAO PDR; B) Provide advanced
training/advice in EOD procedures to the UXO LAO staff presently
employed in the provinces; C) Be qualified at a level of expertise and
knowledge that facilitates the replacement of international field EOD
Technical Assistants; D) Facilitate the testing of new equipment,
technologies and methodologies. Successful organization will be
Headquartered in Vientiane but can expect to travel to UXO-Affected
