cancels and replaces previously issued solicitations DACW17-99-B-0021,
DACW17-99-B-0022, DACW17-99-B-0023, DACW17-99-B-0024,
DACW17-99-B-0025, DACW17-99-B-0026 and DACW17-99-B-0027. Any requests
previously submitted for these solicitations will be honored for this
solicitation and a separate request for this solicitation is not
required. The contractor is to provide supervision, labor, equipment
and materials necessary to install Government-furnished plastic
sheeting on structures damaged by a natural disaster during hurricane
season in the civil works geographical boundaries of the following U.S.
Army Corps of Engineers Divisions: Mississippi Valley Division (Memphis
District, New Orleans District, Rock Island District, St. Louis
District, St. Paul District and Vicksburg District); North Atlantic
Division (Baltimore District, New York District, Norfolk District and
Philadelphia District); Pacific Ocean Division (Alaska District and
Honolulu District); South Atlantic Division (Charleston District,
Jacksonville District, Mobile District, Savannah District, Wilmington
District, the Commonwealth of Puerto Rico and the U.S. Virgin Islands);
and South West Division (Fort Worth District, Galveston District,
Little Rock District and Tulsa District). This procurement will be in
support of emergency operations in the aforementioned areas. The
contract will be established as a combined Requirements-Indefinite
Delivery/Indefinite Quantity (IDIQ) contract. The base contract period
will be for one year, with the requirements portion set at
$1,000,000.00, with an option of increasing the capacity an additional
$4,000,000.00 using Indefinite Delivery/Indefinite Quantity
procedures. Two option periods will be included: each for a period of
one year, with the requirements portion set at $1,000,000.00, with an
option of increasing the capacity an additional $4,000,000.00 using
Indefinite Delivery/Indefinite Quantity procedures. The maximum for
each task order issued under the requirements portion of the contract
(base and options) will be $1,000,000.00. The maximum for each task
order issued under the IDIQ portion for the base year is $4,000,000.00.
The maximum for each task order issued under Option Period 1, IDIQ
portion, is $4,000,000.00 and under Option Period 2, IDIQ portion, is
$4,000,000.00. The total duration of the contract, including any
options, shall not exceed 3 years. The temporary roof repairs shall
proceed at the minimum average rate of 20,000 square feet (for US
sites) or 15,000 square feet (for Puerto Rico and the U.S. Virgin
Islands) of installed temporary plastic roofing per day until the task
order is complete. This is an unrestricted acquisition and all
responsible sources are encouraged to participate. All interested firms
are reminded that the successful firm will be expected to place
subcontracts to the maximum practicable extent with small and small
disadvantaged firms in accordance with the provisions of Public Law
95-507 and, in accordance with the Robert T. Stafford Disaster
Reliefand Emergency Assistance Act, will be required to give preference
to firms and individuals doing business primarily in the disaster area.
For contracts issued for Puerto Rico and the U.S. Virgin Islands,
organizations, firms, or individuals doing business primarily in Puerto
Rico or the U.S. Virgin Islands will be given a preference in the award
of these contracts. If a large business firm is selected, an acceptable
small business subcontracting plan will be required prior to award.
Solicitation DACW17-99-R-0024 will be issued on or about 11 June 1999
and proposals due on or about 13 July 1999. Magnitude of construction
is more than $10,000,000.00. This solicitation will be awarded on a
"best-value" basis. Evaluation factors will include past performance,
subcontracting plan and price. Pre-Solicitation Notice was issued on
April 6, 1999. Solicitation will be issued in electronic format only.
