This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 539-22-99 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. This solicitation is issued on an unrestricted basis as applicable to P.L. 100-656 and is anticipated to result in a firm fixed price contract. Standard Industrial Classification (SIC) Code 1731, "Electrical Work", applies. The Government is planning to procure a Philips/Kalatele Closed Circuit Television (CCTV) Security Camera System on a brand name or equal basis. The CCTV system shall include the following: Item 1: Kalatele Model KTA-8CW-3C1E Weatherproof 8" Color Cyberdome with Heater/Blower, 6 each; Item 2: Kalatele Model KTA-6CF-6C1 6" Indoor Color Cyberdome, 5 each; Item 3: Kalatele Model KTA-00-6, 6" Cyberdome Mount 24" x 24", 20 each; Item 4: Philips Model LTC0240/20, Color Digital Camera, 15 each; Item 5: Philips Model LTC3364/20 Auto Iris/Direct Drive Lens; 15 each; Item 6: Philips Model LTC 2662/60 16 Channel Multiplexer, 2 each; Item 7: Philips Model PA7020C 20" Hi-Resolution Color Monitor, 2 each; Item 8: Philips Model TC 120PS Power Supply, 15 each; Item 9: Philips Model KTD-304 Variable Speed Controller Keypad, 1 each; Item 10: 960 Hour Time Lapse Recorder, 2 each; Item 11: Philips Model LTC3976H Tamperproof Ceiling Housing, 15 each; Item 12: Installation, Testing, and Terminating Existing Equipment, 1 Job; Contractor shall provide all labor, supplies, supervision and equipment to install, test and terminate the above mentioned equipment and existing equipment. The CCTV Security Camera system offered shall be compatible with a Motorola Radio System. The combined systems will advise security officers through the radios that a breech of security has been detected by the CCTV system. The Government will supply coaxial and electricity at camera sites. The equipment shall be delivered FOB Destination to the VA Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220 and installed 45 days after award. A firm fixed-price contract will result from the RFQ. Quoters must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, 52.204-6, Contractor Identification Number -- Data Universal Numbering System (DUNS) Number, and VAAR 852.219-70, Veteran-Owned Small Business with its bid. The following incorporated provisions and clauses are those in effect through FAC 97-09 and are applicable to this acquisition; 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation -Commercial Items, The Government will award a contract resulting from this solicitation to the responsible bidder whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
