Space Systems Development Division of the Naval Research Laboratory has
a requirement for basic and applied research and development efforts
associated with the design and production of a Flight Demonstration
Model (FDM) of a small maser-style atomic clock for use as the atomic
reference on a GPS satellite. The Laboratory anticipates that the
required work will be satisfied as a phased development effort
consisting of the following four phases: PHASE 1 -- Experimental
Development Model (XDM)/Flight Demonstration Model (FDM) Design Study
and Definition, consisting of the following tasks: (a) Specify Critical
Design Requirements, (b) Conduct a Compact Hydrogen Maser Study, (c)
Develop a Preliminary Baseline Design, (d) Develop Self-Diagnostic and
Optimization capabilities, and (e) Produce Technical Reports and
Technical Interchange Meetings, and (f) Provide a Phase 1 XDM/FDM
Design Report; PHASE 2 -- Development and Testing of the XDM,
consisting of the following tasks: (a) Provide a Complete Design of the
XDM, (b) Construct the XDM, (c) Conduct Tests and Measurements Using
the XDM, (d) Develop a Post-Test final Design for XDM, (e) Produce
Technical Reports and Technical Interchange Meetings, and (f) Provide
a Phase 2 XDM/FDM Design Report; PHASE 3 -- Flight Demonstration Model
Development, consisting of the following tasks: (a) Fabricate FDM
Hardware and Software, (b) Test Hardware and Software Components, (c)
Perform Configuration Management Efforts, (d) Assemble an FDM, (e)
Perform FDM Fabrication and Quality Assurance efforts, (f) Develop
System Qualification Test Plans and Conduct Qualification Tests, (g)
Produce Technical Reports and Technical Interchange Meetings, (h)
Provide a Phase 3 FDM Development Report, and (i) Conduct Design and
Developmental Reviews; PHASE 4 -- Perform Flight Demonstration Mission,
consisting of the following tasks: (a) Perform Spacecraft Integration
Efforts, (b) Perform On-Orbit Operation and Analysis Efforts, (c)
Analyze FMD Design for Possible Improvements, (d) Produce Technical
Reports and Conduct Technical Interchange Meetings, and (e) Provide
Special Analysis and Status Reports. A detailed specification/statement
of work and list of contract data requirements will be included in the
solicitation document. The anticipated period of performance for any
resulting contract will include a base period and three option periods.
NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
This solicitation and any amendments to it will be available via the
Internet approximately fifteen (15) days after publication of this
