only EXPRESSION OF INTEREST FOR THE CROSS COUNTY METROLINK EXTENSION
The East-West Gateway Coordinating Council, in cooperation with the
Bi-State Development Agency and the Missouri Department of
Transportation, is currently completing the conceptual design and
planning phase for the first segment of the Cross-County MetroLink
Extension. After the selection of the locally preferred conceptual
design, the East-West Gateway Coordinating Council will transfer
engineering design, land acquisition and construction responsibility to
the Bi-State Development Agency in the summer of 1999. The Bi-State
Development Agency, in coordination with the East-West Gateway
Coordinating Council, St. Louis County, the City of St. Louis, and the
St Louis County Municipal League, will take the conceptual (10%)
design concept for the 7.5 mile segment and manage the preliminary
engineering (30%), final design (100%), land acquisition and
construction activities. The new double track, light rail alignment
will extend westward from the current Forest Park MetroLink station to
Clayton and then southward to Shrewsbury. Although the exact
horizontal alignment and vertical profile are not known at this time,
approximately nine new MetroLink stations are anticipated, two of which
are anticipated to include park-and-ride facilities. Additional light
rail vehicles will be purchased to supplement Bi-State's existing fleet
and existing bus routes will be adjusted to feed the new MetroLink
stations. The project is locally funded and system completion is
expected by 2005. As with previous MetroLink extensions, the Bi-State
Development Agency anticipates procuring project management services as
well as facilities and systems design consultant services for the
project. The design consultants will be under contract to the project
management consultant for the duration of the project. It is
anticipated that all consultants will be retained from the preliminary
engineering phase through the construction phase. Solicitations are
expected to be released during the summer and fall of 1999. The Brooks
method for proposal evaluations will be utilized and a Disadvantaged
Business Enterprise (DBE) goal can be anticipated. All inquiries
