concerning this Sources Sought Synopsis., SD12@nswc.navy.mil. The Naval
Surface Warfare Center Dahlgren Division is issuing this Sources Sought
Synopsis to evaluate the possibility of setting aside a requirement for
small business competition. The requirement is covered by SIC code 8711
and has an associated size standard of $20.0 million. The contractor
will participate with NSWCDD as an integrated team member within the
established PMA-282 IPT structure to assist NSWCDD in the role of lead
laboratory for the PMA-282 Tomahawk Weapon Control System Program. The
contractor will be required to provide engineering, technical and
administrative services to NSWCDD and PMA-282 to support development
and oversight of the PMA-282 Programs. This support includes
programmatic analysis, systems engineering and analysis, system
engineering process support, documentation review, fleet liaison
support and meeting coordination. The efforts under this contract will
ensure continuity and effective program coordination across the
Tomahawk control systems and throughout the PMA-282 community.
Specialized knowledge and experience is required to be able to perform
this effort. Interested small businesses which believe they are
capable of fulfilling the Government's requirements should respond
within ten (10) calendar days by providing (a) a summary of corporate
capabilities which includes company history and examples of similar
types of efforts and (b) resumes of employees which possess the
following qualifications. If recruitment is required to meet the
required qualifications, please indicate the availability of those
personnel not currently under the employ of the proposed contractor.
Personnel are required to have a minimum of a SECRET security
clearance. If a higher security clearance is necessary, the level is
indicated in the labor category requirements. Unless stated in the
labor category requirements, all personnel must be located within 30
minutes of PMA-282, Patuxtent River, Maryland and within 60 minutes of
NSWCDD, Dahlgren, Virginia. Experience required by the labor
categories must have been obtained during the past five years unless
otherwise noted. The number of resumes required for each labor category
is indicated prior to the title of the labor category. Internet access
is required. (1) PROGRAM MANAGER. Education: A Bachelor's degree in a
major field of engineering, mathematics, computer, physical, or
applied sciences is required, and a Postgraduate degree in business or
engineering administration from an accredited college or university is
desirable. Experience: A minimum of twelve years recent program
management experience in the DOD Major Weapon Systems Acquisition
Arena; at least five years of this experience shall have been as a
Program Manager/Deputy Program Manager supporting the engineering and
development of a DOD Major Weapon Systems; and at least three years of
this experience shall include domain expertise in the Tomahawk and
AEGIS Weapon Systems. Experience shall include demonstrated senior
level DOD experience including interface and liaison with Navy Flags,
Office of Secretary of Defense, and congressional staff. (4) SENIOR
SYSTEMS ENGINEER. Education: A Bachelor's degree in a major field of
engineering, mathematics, computer, physical, or applied sciences from
an accredited college or university is required. A Postgraduate degree
in a major field of engineering may be substituted for two years of
team leader experience required below. Experience: A minimum of ten
years recent professional engineering experience with a DOD Major
Weapon Systems program. At least five years of this experience shall
have been as a team leader performing engineering management functions
including budgeting, coordination, and scheduling of technical
resources. Experience shall include demonstrated expertise in total
life cycle system development for a major weapon system, supporting
achievement of milestone decisions, and knowledge of systems employing
Government Off-The-Shelf software (GOTS) and Commercial Off-The-Shelf
software (COTS) technology. At a minimum, one (1) of the senior system
engineers must possess at least three years of experience with respect
to surface/submarine shipboard weapon systems and shall include domain
expertise in the Tomahawk and AEGIS Weapon Systems. (1) MANAGEMENT
ANALYST. Education: A Bachelor's degree in a major technical or
business field from an accredited college or university is required. A
Postgraduate degree in a major technical or business field may be
substituted for two years of team leader experience required below.
Experience: A minimum of ten years recent professional engineering and
program management experience with a DOD Major Weapon Systems program;
at least five years of this experience shall have been as a team leader
performing program management functions including budgeting, scheduling
of technical resources, and analysis of program metrics; and at least
three years of this experience shall have been with respect to
shipboard weapon systems. Experience shall include supporting a major
weapon system acquisition management and supporting achievement of
milestone decisions. (2) OPERATIONS ENGINEER . Education: A Bachelor's
degree in a major field of engineering, mathematics, computer,
physical, or applied sciences from an accredited college or university
is required. Experience: A minimum of four years recent professional
engineering experience with a DOD Major Weapon Systems program; and at
least two years of this experience shall have been in shipboard
Weapons Control Systems. Experience shall include demonstrated
technical background in systems engineering, systems test, or
operational utilization with deployed systems. This position requires
a Top Secret Clearance. One person must be located in Norfolk, Virginia
and the other person must be located in Honolulu, Hawaii. (3) ENGINEER.
Education: A Bachelor's degree in a major field of engineering,
mathematics, computer, physical, or applied sciences from an accredited
college or university is required. Experience: A minimum of four years
recent professional engineering experience with a DOD Major Weapon
Systems program; and at least two years of this experience shall have
been with respect to surface/submarine shipboard weapons control
systems. Experience shall include demonstrated technical background in
life cycle development and maintenance. (1) SENIOR COMPUTER SCIENTIST.
Education: A Bachelor's degree in computer science, mathematics,
engineering, or physics is required. A Postgraduate degree in computer
science may be substituted for three years of the experience required
below. Experience: A minimum of seven years recent professional
experience in computer science performing engineering, design, and
development of mission critical computer resources and network
engineering for a DOD Major Weapon Systems program; and at least two
years of this experience shall have included programming for a weapon
control systems application/database, Tomahawk WCS is desirable.
Experience should include experience with a common operating
environment, Government Off-The-Shelf software (GOTS) and Commercial
Off-The-Shelf software (COTS). (1) SENIOR LOGISTICS ENGINEER.
Education: A Bachelor's degree from an accredited college or university
is required. Experience: A minimum of seven years recent professional
experience in developing logistics support requirements for a DOD Major
Weapon Systems program that employs the use of Government Off-The-Shelf
(GOTS) and Commercial Off-The-Shelf (COTS) products; three years of
this experience shall have been as a team leader performing logistics
management functions including budgeting, coordination, and scheduling
of resources; and two years of this experience shall include
demonstrated background in shipboard weapon control systems. This is
not a request for proposal nor does the Government intend to pay for
requested information. It is requested that all responses be submitted
