The Space and Naval Warfare Systems Center, (SPAWARSYSCEN) San Diego, CA contemplates issuing an unrestricted Solicitation/Request for Proposal for engineering and technical support services for the Global Command and Control System-Maritime (GCCS-M) which includes the former Navy Tactical Command System-Afloat (NTCS-A), the Shipboard Non-Tactical ADP Program (SNAP III) equipment, Meteorological and Oceanographic Systems (METOC) and experimental command and control systems technology demonstration efforts such as Advanced Concept Site (ACS), Fleet Battle Experiments (FBE), and Extended Littoral Battlefield (ELB). Respondents must be knowledgeable of the scope of the engineering and technical issues, problems and possible solutions associated with the noted programs/systems, particularly in complex LAN/WAN engineering and fleet-support roles. A Cost-Plus-Fixed Fee contract is anticipated. The Contract period of performance is One (1) Base Year and Four (4) 1-Year Option Periods. Estimated total potential level-of-effort of Straight/Overtime Labor Hours is projected at 50,000/7,000 Labor Hours for the Contract Base Year. Primary place of performance is San Diego, CA. Other work shall be performed onboard United States Navy, Coast Guard and Military Sealift Command vessels and other DOD activities worldwide in meeting Direct Fleet Support requirements.
