Sources are sought with functional experience in human resources management (HRM) and business process improvement, demonstrated experience and success implementing change for a multi-year task order contract. The initial task will require a contractor to assist the Library in developing a plan (blueprint) for reengineering the Library's human resources management program in order to streamline, simplify and improve business processes where practicable. The plan (blueprint) must comply with prevailing laws, court settlements, regulations and generally accepted business practices. The first delivery is required by August 1, 1999. Request for Proposal will be issued on or about April 20, 1999, with the proposal due date scheduled for on or about May 4, 1999. The Library intends to evaluate and make its selection based on initial offers with award of a letter contract contemplated by May 14, 1999.
