R -- TRANSLATION VALIDATION SERVICES SOL 72-9-6139 POC Linda Catterton (301)457-1840 The Bureau of the Census intends to issue a sole source contract to Asian & Pacific Islander, American Health Forum, 942 Market Street, San Francisco, CA 94102 to provide validation of the Census 2000 short and long mailout questionnaires, letters, and the "Be-Counted" form and related materials into the following four Asian languages: Chinese, Korean, Tagalog and Vietnamese. The materials that result from the translation must be culturally equivalent translations of the English material and also must convey the implied or suggested (connotative) meaning and go beyond the direct or literal (denotative) meaning of words used in the original English language materials. The translation requires pilot testing through focus groups for each language. The contractor is required to provide focus group evaluation test results; notify translation contractor of required text changes; review subsequent versions, and sign off proofs that accompany print files. In view of past performance by the above contractor, the Bureau of the Census feels this contractor will successfully meet our needs. Interested parties may identify their interest and capabilities in response to this requirement no greater than 15 days from the published date of this announcement to the above address. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
