System Effectiveness Assessment Program (SEAP) to provide Advisory and
Assistance Services (A&AS) for the United States Air Force Research
Laboratory Munitions Directorate's Lethality and Vulnerability Branch
(AFRL/MNAL). The primary goal of AFRL/MNAL is to enhance the state of
the art in terms of modeling, simulation, and software architecture
development as it relates to qualifying conventional weapon
interactions with all types of targets, to include hardened and deeply
buried targets, fixed soft targets, and targets containing Weapons of
Mass Destruction (WMD). Firms with A&AS resources are required for
SEAP with expertise in one or more of the following key areas of
interest: 1) Use of lethality/vulnerability methodologies to analyze
chemical and biological agent release, internal/external transport and
dispersion, and agent neutralization due to conventional
blast/fragmentation, high temperature, and agent defeat concepts; 2)
Use of DoD approved lethality and vulnerability methodologies to
characterize weapon system performance against foreign ground-fixed
targets; 3) Use of theater level computer models to conduct
force-on-force simulations of air-delivered attacks on foreign targets;
and 4) Use of DoD approved lethality and vulnerability methodologies to
characterize weapon system performance against foreign ground-mobile,
air, and space targets. Highly qualified scientists and engineers in
several very specialized areas are required to accomplish the
performance and schedule goals of SEAP. Interested firms must also have
the capability to handle and store documents, software, and test
articles up to the classification of Secret to meet AFRL/MNAL's
objectives for this program. The period of performance for this effort
is anticipated to be five years. We anticipate multiple contract
awards for SEAP with one or more of the above key technology areas
awarded per contract. There will be no duplication of award of the four
key technology areas of work between contractors. Work will commence
under each contract by issue of task orders. At this time we are
requesting information packages from potential sources on their
capability to perform Advisory and Assistance Services (A&AS) in one or
more of the above key areas of interest. Any contracts awarded will
include the Organizational Conflict of Interest AFMC Clause
5352.209-9002. Our program office does not expect this to impact WEEP
(Weapon Effectiveness Evaluation Program) to be released under
Solicitation F08630-99-R-0004, but it may, and it may affect other
programs. Firms having applicable interest, capability, and background
should submit particulars in accordance with Numbered Note 25 to
AFRL/MNK, Attention: Judie Jacobson, Building 13, 101 West Eglin
Boulevard, Suite 337, Eglin AFB, FL 32542-6810. Firms will be evaluated
on their experience, personnel, and facilities. Responses to this
synopsis must be received within 15 days from the date of the synopsis
publication. Respondents to this notice will not be notified of the
results of the evaluation of information submitted. This synopsis is
for information and planning purposes only. It does not constitute an
IFB or RFP, and is not to be construed as a commitment by the
Government. Firms responding to this synopsis should state whether they
are or are not a small business concern or a small disadvantaged
business concern as defined in FAR 52.219-1 for SIC Code 8731, 1000
people. The Air Force reserves the right to consider a small business
set-aside based on responses hereto. It has been determined that
foreign contractors are prohibited from participation. An Ombudsman has
been appointed to hear serious concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine or administrative questions should be directed to the
Contracting Officer or Program Manager. The Ombudsman does not diminish
the authority of the program director or Contracting Officer, but
communicates Contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
