R- HISPANIC OUTREACH PROGRAM The U.S. Department of Agriculture, Farm Service Agency (FSA), intends to negotiate and issue a purchase order with the Hispanic Radio Network on a sole source basis. The Hispanic Radio Network will conduct a specific outreach campaign targeted at rural Hispanics nationwide through its Spanish-language radio series.
