intent to award a sole source order for commercial items under Federal
Acquisition Regulation (FAR) Subpart 12.6. This announcement
constitutes the Government's requirement. This requirement is being
issued as Request For Quotation (RFQ) #919316. This order will be
issued under Simplified Acquisition Procedures (SAP). This is not a
small business set-aside. The Standard Industrial Classification Code
is 7011 and the Small Business Size Standard is $5,000,000.00. This
will be an all or none firm-fixed-price contract. The Government
intends to negotiate on a sole source basis with the MGM Grand, 3799
Las Vegas Blvd., Las Vegas, Nevada 89109, for the rental of a
conference/training center during the week of June 28, 1999, through
July 2, 1999. Based on a detailed market survey and contact with the
Las Vegas Convention Center, it was determined that the MGM Grand was
the only hotel that can meet the following specifications: Meeting
facility capable of seating 300 individuals in a conference/school room
configuration, with ample room to display and demonstrate bulky
exhibits during presentation (approximately 5000 square feet). In
addition, a trade show/focus group area of approximately 15,000 to
18,000 square feet capable of being partitioned into nine smaller rooms
is required. Three of the trade show/focus group rooms should be
capable of being partitioned into rooms approximately 3000-4500 square
feet. The remaining six trade show/focus groups should be capable of
being partitioned into rooms approximately 1000-1200 square feet. This
trade show/focus group area must be contiguous to the primary
conference room for security reasons. In addition, an administrative
area, with conference table, communication and telephone services of
1000- 1200 square feet is required. All areas must be capable of 24-
hour lock down for security purposes. The conference room (main, focus
group, and administrative area) must be isolated from the general
public. A hospitality desk or table located on the outside of the
conference room is required to provide an added degree of security;
i.e., a security person can intervene in an outside guest attempts to
enter the conference area. Also needed are 10 flip charts, 20
electrical hookups, 20 telephone lines, 3 56KB lines, 1 electrical
distribution center, 9 overhead projectors, 3 slide projectors, 9
screens (70"x70"), 1 screen (10'x10'), 4 VCRs, and 15 VGA monitors
(27"). A Department of Labor Wage Determination is being obtained for

contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within five
days after date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
