ISSUE DATE: ON OR ABOUT April 28,1999. The Contractor shall provide all
labor, equipment, supervision, transportation and disposal necessary
for the replacement of (13) thirteen timber crib members on the
boathouse pier located at USCG Station Portsmouth Harbor, NH.
(Rockingham County). MATERIALS AND NECESSARY HARDWARE WILL BE
GOVERNMENT FURNISHED TO THE CONTRACTOR and dleivered to the job site.
The timber members to be replaced are all located below Mean Low Water
and will require construction divers to perform the work. The
Contractor will be allowed to work off of the Coast Guard Barge which
will be on site for three weeks replacing timber members above mean low
water. This barge is equipped with a 2 ton capacity crane which will be
operated by Coast Guard personnel for the Contractor when needed. The
Coast Guard work is currently scheduled to take place during the month
of September 1999 but may be adjusted to meet any Coast Guard
operational requirements. No permits are required. SIC: IS 1629.
Performance period is sixty (60) calendar days after receipt of the
Notice to Proceed. PAYMENT AND PERFORMANCE BONDS REQUIRED IF BID IS
OVER $100,000. Estimated Cost of this project is under $100,000.

cards. Estimated cost of this package is $17.86 TO BE VERIFIED WITH THE
PRINTER. Bidders are required to verify the number of amendments prior
to bid opening with the Contracting Officer. The bid/offer opening
date is scheduled for on or about May 18, 1999, 4:00 PM at place of
issue. NOTE: THIS IS A REQUEST FOR QUOTATIONS, QUOTE RESULTS WILL NOT

This project is issued pursuant to the Small Business Competitiveness
Demonstration Program, and is unrestricted. The following NOTICE IS
PROVIDED AS INFORMATON FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED
BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small
and Disadvantaged Business Utilization (OSDBU) has a program to assist
minority, women-owned and disadvantaged business enterprises to
acquired short-term capital and bonding assistance for
transportation-related contracts. This is applicable to any prime
subcontract at any tier. The DOT Bonding Assistance Program enables
firms to apply for bid, payment and performance bonds up to $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
