The work includes the following: (1) the provision for conversion of
Tanks 1 and 2 at Red Hill from JP-5 to JP-8 service, conversion of two
Underground Pump House (UGPH) surge tanks, three pumps with associated
piping modifications for service change, and modification of Fuel Oil
Reclamation (FOR) pipe from VS-3 to VC-1 for JP-8 to provide product
isolation and recirculation capabilities. (2) the provision for a new
masonry block multi-product pumphouse at Upper Tank Farm (UTF) to
include pumps and piping manifold, installation of 6,150 linear feet of
10 inch underground pipeline from VC-14 to connection at Hickam Air
Force Base (HAFB), aboveground pipeline from VC-1 to VC-9, tie-in to
existing pipeline at VC-9 and VC-14, 8 inch JP-8 pipe from VC-1 to
Truck Loading Rack (TLR), and 6 inch FOR pipe from VC-1 to TLF.
Cathodic protection will be provided at indicated pipelines. (3)
installation of TLR containment and loading stations with filter
separators, fuel quality monitors, and relaxation chambers (4) the
provision for repairs and upgrades at Tanks 46, 47, 53, and 54 at the
UTF. Work includes installation of cone down floors with undertank
liner, cathodic protection system, and leak detection system; spiral
stairs; new roofs at Tanks 53 and 54; repair of roofs at tanks 46 and
47; modifications of interior and exterior tank piping and nozzles;
installation of gauge tubes, float type gauges, and level alarm sensors
and piping (5) the provision for construction of two lube oil
aboveground storage tanks, installation of pumps and associated piping
for receiving and issuing of lube oil, and (6) incidental work of
civil, structural, architectural, mechanical, electrical, cathodic, and
fire protection disciplines. This solicitation will contain a base bid
and an option for 2 ea. Lube Oil Systems, and repairs to Tanks 47 and
54. Estimated cost is between $10,000,000 and $25,000,000. The
performance period is 395 calendar days. THE SIC CODE FOR THIS
PROCUREMENT IS 1799 AND THE ANNUAL SIZE STANDARD IS $7.0 MILLION. This
procurement is UNRESTRICTED. This is a source selection procurement
requiring both technical and price proposals. Contract award will be
made to the offeror proposing the best value to the Government from a
technical and price standpoint. Price is considered equal to the
technical evaluation factors. Technical evaluation factors are as
follows: (1) Past performance/Qualifications/Experience, (2)
Qualifications and Experience of key personnel, (3) Construction
Management Plan, and (4) Socioeconomic Evaluation. The Request for
Proposal (RFP) will be available on or about April 28, 1999 at a

at least ten days for receipt of RFP. Companies wanting the RFP to be
sent via air express service must furnish their express service's
airbill label with the recipient's name, telephone no., company name,
address, company's account no., and type of delivery filled in. If no
airbill label is provided, the solicitation will be mailed. Failure to
provide any of the above information and check may delay the
