Competitive Basis. The MILSATCOM Joint Program Office intends to award
multiple contracts to analyze requirements and develop a system design
for the Advanced EHF satellite communications system under the Advanced
EHF System Definition (SD) Program. The Request for Proposal will be
released approximately 26 April, 1999, with proposals due 45 days after
RFP release. The RFP will be available electronically on the Advanced
EHF Website at

quisition/acquisition.htm". Hard copies will be sent only upon request
to the contracting officer, Ms Mary Anne O'Bryant, at SMC/MCKX,
MILSATCOM Joint Program Office, 2420 Vela Way Suite 1467-A8, El
Segundo, CA 90245-4659. The proposed effort involves work at a
classification level of SECRET and below. The contracts will be Firm
Fixed Price (FFP). The following capabilities and expertise are
required of the contractor: expertise in communications satellite
payload design; expertise in digital processing communications system
design and manufacturing; the ability to design, evaluate, test and
space-qualify hardware for both analog and digital systems; experience
as a prime contractor or major subcontractor in the fabrication of
satellite processing payloads; experience in developing flight
software. Familiarity with the Milstar II communications system is
necessary to ensure that Advanced EHF design is compatible with Milstar
II. Utilizing knowledge, expertise, and capabilities listed above, the
following tasks will be performed by the contractor: (1) Perform
system requirements analyses and allocation and derive a final system
specification from the government Technical Requirements Document; (2)
Develop an Advanced EHF system design consistent with the contractor's
system specification; (3) Conduct system level design and requirement
trades and analyses; (3) Define interfaces between the payload and
terminal segments based upon the government furnished draft ICD and
derive a final ICD; (4) Define the interface between the MCS and the
satellite; (5) Perform end-to-end system engineering; (6) Define and
implement a risk management approach; (7) Establish a Life Cycle Cost
Estimating program; (8) Develop Milstar II to Advanced EHF transition
plan; (9) Determine system cost drivers to assist the government's
final determination of ORD requirements; (10) Define the top level
EMD/Production verification approach. The proposed effort is
contemplated to be awarded contingent upon receipt of funding on or
about 1 Oct 99 with performance extending to 31 Mar 01. Questions
