CullisonCM@navair.navy.mil. The Naval Air Systems Command is seeking
sources for a commercial off-the-shelf Hydraulic Servo Test Stand for
a lease/purchase. The test stand shall be commercially available test
stand manufactured to perform computer-aided build-up, calibration and
final acceptance testing of aircraft hydraulic servovalves and
manifold assemblies. The test stand shall be designed to support the
overhaul, repair and testing of flight control servovalves, four-way
flow control and three-way pressure control servovalves, single,
multistage, and other proportional servovalves and brake and antiskid
servovalves, and brake, antiskid manifold assemblies and small
actuators. The test stand shall provide the operator with on screen
graphic assistance for set-up of either flapper-nozzle or jet-pipe
first stages and final assemblies. Pass-fail analysis of final
acceptance testing shall be performed by the computer and displayed on
the CRT monitor. All test and build-up operations shall produce test
plots that comply with Society of Automotive Engineers (SAE) standard
ARP490. A laser printer shall be provided to print all build-up and
test data plus pass-fail analysis. The test stand shall have a floor
footprint of less than 60 inches by 100 inches and a weight not to
exceed 1200 pounds. The operator shall be able to operate the test
stand from a seated position at the workbench and with the monitor at
eye level. The audible noise level at the operator's position shall not
exceed 84 dBA. The test stand shall flow Mil-H-83282 or Mil-H-46170B
hydraulic fluid at a maximum 20 gallon per minute flow rate at
pressures up to 4000 psig. The test stand shall have a 6000 psig static
pressure capability. The test stand shall include hydraulic fluid
filters of 5-micron nominal rating. The test stand hydraulic system
shall include one each flow measurement cylinders of .006 to 3 gallon
per minute and .04 to 30 gallon per minute flow rates with
b-directional accuracy reading of 12%. The flow measurement system
shall comply with SAE standard ARP490. Pressure measurements shall be
0 to 6000 psig with an accuracy of 0.5%. The hydraulic system manifold
should be machined to include a series of rotary shear seal, zero
leakage, valves which configure the required test circuit for the
servovalve under test. The test stand shall include a kit built into
the test stand to provide for tests of F-18 aircraft hydraulic
servovalves.. The kit shall include a power supply for linear variable
differential transformer frequencies, circuit cards to handle the
multiple frequencies of the servovalves; test manifolds and sink setups
including tubing and valves. The rest stand shall include other
required parts to perform tests on the sevovalves. The test stand
should include software to test F-18 aircraft hydraulic servovalves:
(a) Part Number 222806070-004 (mfg: H R Textron); (b) Part Number
22280680 (mfg: H R Textron); (c) Part Number 268193 (mfg: Moog); (d)
Part Number 72086 (mfg: Abex); (e) Part Number 72097-02 (mfg: Abex);
and (f) Part Number 975148-5 (mfg: Abex).The test stands are planned
for the Naval Aviation Depot in Jacksonville, FL. The Navy is seeking
qualified sources to provide a lease/purchase arrangement for the test
stands. Interested parties should send a brief letter expressing their
interest, ability to provide such a commercial product, two copies of
any literature on the product; and their company type and size business
to Department of the Navy, Assistant Commander for Contracts, Naval Air
Systems Command, AIR-2.4.3.2, Building 441, Unit 7, Naval Air Station,
Patuxent River, MD 20670-1127, not later than 30 days from the date of
this notice. This action is being classified under the Standard
Industrial Classification (SIC) Code 3825, indication a concern
including its affiliates, that is independently owned and operated, not
dominant in the field of operation in which it is bidding on Government
contracts and having less than 500 employees as a small business. This
