This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 53SBNB967055 and is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. This action is unrestricted. The associated Standard Industrial Classification (SIC) code is 5049. The small business size standard is 500 employees. The National Institute of Standards and Technology (NIST) has a requirement for one real time x-ray imager. The design, physical, and performance characteristics of the x-ray imager shall include the following: (1) the imager must have a rectangular image format with a 3:4 aspect ratio and a diagonal of 115 mm; (2) the dynamic range must be at least 1000:1; (3) the spatial resolution must be better than 150 micrometers; (4) the video output must be 1 V p-p into 75 ohms; (5) the imager must have over-illumination protection and remote user controlled gain; (6) and the imager must immune to ambient light. Commercial warranty shall be included in the quoted price. Required delivery is FOB Destination (Gaithersburg, MD) within 180 days after date of award. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, is applicable to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The Government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (1) Technical Capability, (2) Past Performance, and (3) Price. Factors 1 and 2, when combined, are significantly more important than price. All responsible sources may submit a quote which shall be considered by the Government.
