66 -- COMBINE FLUORESCENCE/ELISA READER SOL RFQ90058(NR) DUE 042799 POC Marsha Gorham, Purchasing Agent (301)402-4509 & Todd Cole, Contracting Officer The National Cancer Institutes (NCI) plans to procure a fluorescence reader that is both an elisa reader and a fluorometer combined into one instrument in accordance with the simplified acquisitions procedures authorized in FAR part 13. This announcement constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation incorporates applicable provisions and clauses in effect through FAC 97-11. This solicitation is set-aside for small business and the Standard Industrial Code is 3826 and the business size standard is 500. The fluorescence reader shall be capable of the following performance specifications: 1) Shall be able to read fluorescence, absorbance, bioluminescence and chemiluminescence reactions; 2) Shall be equipped with two optical probes capable of reading from above or below the well; 3) Each filter set in a protocol shall allow the user to program for either top or bottom reading; 4) Sensitivity shall be 10 picrogram/ml of sodium fluroscein or higher. 5) Shall have an absorbance range over several different wavelengths. 6) Shall be able to position optics under desired well positions of 5 microns or less. 7) Shall be able to control assay temperature from at least 5 degrees centigrade above ambient to 50 degrees centigrade.. 8) Shall include fast kinetics capability. (Preference given to faster kinetics) 9) Each scan shall capture data from a minimum of 3 fluorophores and a minimum of 3 sensitivities; 10) Shall provide interference filter blocking of 10 to the minus 10 or greater; 11) The Contractor shall provide a Year 2000 Warranty for each hardware, software, and firmware product delivered under this contract. The contractor shall be able to accurately process the data including but not be limited to, calculating comparing, and sequencing from, into and between the twentieth and twenty-first centuries and for the Year 2000 and leap year calculations. Nothing to this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance. Offerors must provide descriptive literature, warranties, and/or other materials in sufficient detail to demonstrate that their offer meets the foregoing requirements. The literature furnished must also show the item to which the requirements herein pertain. The anticipated purchase order will be awarded to the responsible offeror with the lowest-price offer that fully meets the requirements of this solicitation. The solicitation incorporates the NCI Representations, Certifications,, and Other Statements of Offerors or Quoters (Simplified Acquisitions). The award document will incorporate the requirements of the clause at FAR 52.213-4, Terms and Conditions -- Simplified Acquisitions. Offers must be submitted on an SF-18 that is signed by an authorized representative of the offeror and includes a completed "Schedule of Offeror Supplies/Services.' The offer should include a fixed price for all equipment, delivery, installation, training, and other applicable charges. In addition to the aforementioned descriptive literature, offers must also be accompanied by a completed and signed NCI Representations, Certifications, and Other Statements of Offerors of Quoters (simplified Acquisition).
