Administration intends to award a Purchase Order on a sole source basis
to Micromass, Inc., 100 Cummings Center, Suite 407N, Beverly, MA
01915-6108. Micromass will provide a Q-TOF hybrid quadrupole/time of
flight mass spectrometer with U.S. power supply and data system capable
of 5 spectra/second and accurate mass measurement. The instrument
consists of (1) a quadrupole prefilter of unit mass resolving power
capable of RF-only ion transmission up to m/z 10,000 and parent ion
selection up to m/z 4,000 for MS/MS analysis, (2) intermediate detector
for tuning, (3) a high resolution (>5,000 FWHM at 1500 Da)
orthogonal acceleration time of flight mass analyzer with a mass range
of up to m/z 10,000 for MS/MS analysis, (4) dual microchannel plate
detector with 1 GHz time to digital converter ion counting system, (5)
all necessary data system software, licenses and manuals for
instrument operation and maintenance, (6) electrospray inlet, and (7)
atmospheric pressure chemical ionization inlet. The system software and
the instrument manufacturer shall be ISO 9000 certified. This
instrument is considered unique in that it is capable of accepting both
high (m1/min) and low (n1/min) LC flow rates while simultaneously
performing very fast acquisition rate MS/MS experiments and accurate
mass determinations of fragments created during the MS/MS experiment.
Micromass has a one-year warranty on parts and labor. Micromass shall
deliver and install equipment at the Food and Drug Administration, 200
C Street, SW, Washington, DC 20204 within four (4) months after award.
Micromass shall warrant normal operation of equipment and provide any
needed maintenance for a period of one year following installation. The
following clauses apply to this acquisition: A completed copy of
provision 52.212-3 Offeror-Commercial Items; 52.212-4 Contract Terms
and Conditions -- Commercial Items; 52-212-5 Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial Items. An award will be made fifteen (15) days from date of
this notice. This is not a request for quotes, however, sources may
submit descriptive literature which fully demonstrate their products
meets the brand name specification which shall be considered by the
agency. This sole source procurement is being awarded as simplified
acquisition in accordance with FAR Subpart 13.5. Posted 04/09/99
