on Drug Abuse is soliciting proposals from qualified organizations
having the in-house capability to perform in vivo rodent behavioral
pharmacology studies of potential pharmacotherapies for cocaine
dependence using a cocaine self-administration reinstatement model. The
Contractor will be blinded to the identity of proprietary test
compounds, the compounds will be evaluated in established assays, and
the resulting data will be utilized by the NIDA Medications Development
Division. The successful offeror must indicate possession of current
DEA registration for Schedule II-V substances prior to award and apply
for Schedule I registration. NIDA anticipates awarding a
cost-reimbursement, four-year contract with optional quantities. RFP
No. N01DA-9-8096 will be available electronically on or about May 6,
1999, and may be accessed through the internet at:(URL:

this acquisition will be streamlined to include only the Work
Statement, Deliverables and Reporting Requirements, Special
Requirements and Mandatory Qualifications, Technical Evaluation
Criteria, and other necessary Proposal Preparation Instructions. All
information required for the submission of an offer will be contained
in the electronic RFP package. Following proposal submission and the
initial review process, offerors comprising the competitive range may
be requested to provide additional documentation to the Contracting
Officer. Response to the RFP will be due on or about June 21, 1999. Any
responsible offeror may submit a proposal which will be considered by
