United States Army Intelligence and Security Command (INSCOM) proposes
to establish a 5-year Time and Materials Requirements contract to
provide data, analytical and technical support for a program entitled
"Project Globalwatch" in support of the Forces Directorate at the US
Army National Ground Intelligence Center (NGIC). This effort will
involve the collection of data, analysis of data, intelligence
presentation and dissemination of studies that describe both the
current and future condition of a state's (or non-state's) ground
forces for a broad range of militarily-significant states and
non-states. This effort will focus on information and analysis
developed from multiple sources, and productivity increases achieved
through the utilization of advances in the electronic/digital analysis
and dissemination of information. In support of this upcoming
acquisition, INSCOM will conduct an Advance Planning Brief to Industry
(APBI) on 30 April 1999 from 1:00 p.m. to 3 p.m. in the JIMMY GARRETT
CONFERENCE ROOM, Headquarters, INSCOM, 8825 Beulah Street, Ft.
Belvoir, VA 22060-5246. ONLY THOSE POTENTIAL OFFERORS WHO HAVE MADE
ADVANCE ARRANGEMENTS FOR ATTENDANCE (PRIOR TO) SHALL BE ALLOWED TO
PARTICIPATE in the conference. A Draft solicitation will be provided at
the briefing. To attend the conference, attendees shall have no less
than a SECRET clearance. To make a reservation for the pre-proposal
conference, send a facsimile (FAX number: 703.806.1156) or email
(ADDRESS: aksawye@vulcan.belvoir.army.mil) a list of attendees to Angie
Sawyer or Gail Gilchrist no later than 1200 noon on 26 April 1999. Be
sure to include each attendee's name, social security number, and
clearance level on your reservation request. Each company (including
divisions/subsidiaries) shall be limited to two (2) representatives for
conference attendance. All necessary travel arrangements and hotel
