The U.S. Department of Treasury, Financial Management Service (FMS), has a requirement to convert the existing Payment Advice Internet Delivery (PAID) site, which is a web-based payment-status system, to an FMS platform without the use of any additional server application software (cold fusion application server). FMS has edit rights to the database. The PAID system shall be converted to comply with the current FMS operating environment. The database shall be converted from Microsoft Access to Microsoft SQL Server 6.5 and integrated with a SQL Server database. The static AFC Web pages shall be converted from Cold Fusion to HTML; current administrative functions shall be automated so an application administrator can perform the tasks remotely. The conversion effort shall be simultaneous to hosting the PAID system, which consist of adding new user agencies, and monthly updates to names, phone numbers, and /or links to other web sites. Deliverables shall include a conversion schedule and transition plan. The period of performance is estimated at six months from the date of contract award. All interested parties must submit a Capabilities Statement that describes their qualifications, capabilities, and previous experience relevant to fulfilling the above requirement. This notice is not a solicitation, and a formal Request for Proposal is not available. In the absence of responses from firms which believe they have the capability to perform this requirement, FMS intends to negotiate with Datanet Communications, Austin, Texas, for the work described pursuant to FAR 6.302-1(b)(2).
