The purpose of this presolicitation is to identify 8(a) companies to
compete for Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts
for providing Software development, modification, maintenance, and
support Services to the USAF and Department of Defense (DoD). While we
plan to issue one or more contracts, we reserve the right to issue
none. This acquisition is being offered for competition limited to
eligible 8(a) concerns in Standard Industrial Classification (SIC):
7371. The Source Selection is being conducted in accordance with Draft
AFFARS 5315 New Air Force Source Selection Policy (21 Dec 98). Each of
the multiple award ID/IQ contracts will have a 5-year period of
performance (3 basic years plus 2 option years) and a minimum value of
$10,000 and the total value of all contracts is $49M. Interested 8(a)
offerors should visit Headquarters Standard Systems Group's (HQ SSG)
web site at http://web1.ssg.gunter.af.mil/pk/bizops to view the draft
Statement of Work (SOW), draft Section M, and the 8(a) Qualifications
Questionnaire. Responses to the 8(a) Qualifications Questionnaire will
be used to select which 8(a) companies are most qualified to perform
the tasks required by the Request for Proposal (RFP). Interested
concerns must complete the 8(a) Qualifications Questionnaire and return
it to the Contracting Officer, Ms. Dorothy Priest, by 10 May 99.
Responses should be sent via e-mail to dorothy.priest@gunter.af.mil.
Interested offerors are encouraged to review all documentation,
currently in draft form, and to submit any comments/recommendations by
19 Apr 99. Any comments/recommendations received will be taken into
consideration in finalizing the SOW, Section M, Questionnaire, and Past
Performance Information. Finalized documentation will be available at
http://web1.ssg.gunter.af.mil/pk/bizops on 23 Apr 99. Offerors are
advised to wait until that time before completing and submitting the
Questionnaire and Past Performance information to ensure that they are
using the final version. The primary services to be provided under the
anticipated contracts are maintenance and modification of currently
implemented systems, field assistance, computer operations,
system/network/database administration, testing, and software
development. The HQ SSG Systems Engineering Process, version 4.0A or
latest, will be the guidance for these types of services. An Ombudsman
has been appointed to address concerns from offerors or potential
offerors. The purpose of the Ombudsman is not to diminish the authority
of the program manager or contracting officer, but to communicate
vendor concerns, issues, disagreements, and recommendations to the
appropriate government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
