Amendment #0004 to RFP# N00033-99-R-8012 is issued to respond to questions by potential offeror's as of 6 Apr 99. Questions and answers are listed below: Question#1: Does the actual hydrostatic testing have to be done at the ship? Answer#1: No, the testing does not have to be on the ship. However, the cylinder hydrostatic pressure testing shall be completed while the ship is in port, and within a four-day period. Question#2: Is the INTERSPIRO Model 9030 the ONLY SCBA that will be encountered that will require servicing? Answer#2: Yes. This RFP is for that model only. Question#3: What is the approximate number of potential vessels needing service that carry 42 SCBAs? Answer#3: It is anticipated that the maximum of fifty (50) vessels, which may carry as many as 42 SCBAs, will require service. All vessels carry 42 spare cylinders. Question#4: Request a Notional Ship Schedule for Pricing Purposes. Answer#4: Attached is a notional ship schedule. This schedule is not all inclusive of ships and dates at this time, and is provided as an estimate only, without any guarantees. Question#5: Does the RFP include testing of the breathing air quality from either the SCBA cylinders or the compressor used to fill the cylinders. Answer#5: No, the RFP is strictly for service and inspection of the SCBAs. Question#6: Does Interspiro, Inc restrict the area of service for the individuals or organizations that it certifies? Answer#6: Interspiro informed us that they do not have any restrictions placed on the persons they certify. Question#7: Currently, are annual maintenance, inspection, and certification requirements only able to be performed by Interspiro. Answer#7: There are 48 non-affiliated distributors and representatives all over the world qualified by Interspiro to perform these services. Question#8: Will a written set of instructions for the SCBAs be made available so that proper procedures are followed? Answer#8: No, offerors are expected to obtain training under the certification process as called out in the RFP. Offerors are required to follow manufacturer requirements for testing, maintaining and inspecting the equipment as required by NIOSH, MSHA, and NFPA. Question#9: Can you provide a pricing layout?
