and Gaza is seeking a U.S. personal services contractor to fill the
position of a short-term Project Development Specialist. The candidate
chosen for this position will be expected to work independently, with
minimal oversight from the Program and Project Development (PPD)
Office Director, based on a general assignment of responsibilities. The
Project Development Specialist will produce an overall work plan for
accomplishing the stated duties and responsibilities, and will be
responsible for daily management of his/her activities, informing and
consulting with the Office Director as necessary. The USAID Mission for
the West Bank and Gaza manages the overall U.S. assistance program for
the Palestinians. This assistance program is an integral part of U.S.
support for the Palestinian-Israeli peace process, and as such it
reflects the demands of a continually evolving political and economic
situation. An anticipated increase in assistance levels will
significantly expand the Mission's responsibilities in the area of
project development. The Project Development Specialist will assist the
Mission during an exceptional period of activity design.
Responsibilities: The USPSC will provide 3 months of service which may
be extended for up to 3 additional months, if both parties agree. The
period of service shall begin from o/a June 15, 1999. The contractor
will provide project development services for the following activities:
Scholarship Program: a new program of primarily post-graduate training
intended to meet human resources needs in areas of importance for
growth. Community Services: a new program to help meet a significant
gap in infrastructure and service delivery at the community level, to
be implemented through U.S. PVOs and international organization grants.
Water Supply: the next phase of USAID support to increase access to
water resources, with the possible inclusion of urgent steps to help
meet a region-wide water shortfall. Miscellaneous: a series of
activities to support current Palestinian-Israeli negotiations,
particularly assistance to facilitate cross-border movement of goods
and people; to enhance security; to encourage people-to-people
programs; or to improve transport sector infrastructure. Specific
design requirements will vary by activity, and will be developed in
consultation with the PPD Office Director, taking into account USAID
directives, policy, and procedural requirements. Technical input for
the designs will be provided by relevant Mission staff. Skills and
Qualifications: 1. Professional Experience: At least 7 years of
experience in developing, monitoring and/or implementing donor-funded
multi-sectoral development assistance programs (in areas such as
economic growth, social services, human resources development,
infrastructure development, organizational development). At least four
years of this experience should have been in work directly related to
project development in a range of sectors. Prior experience in
activity/project development for USAID is strongly preferred. 2. Field
Experience: At least four years resident in a developing country(ies)
and working on development assistance programs for USAID, other U.S.
agencies, another donor, a host government, or a non-governmental
organization. Field experience with USAID is strongly preferred. 3.
General Skills and Abilities: Demonstrated superior interpersonal
skills and their application to supporting the work of multiple teams;
ability to interact and negotiate with a variety of audiences; ability
to work in a politically-sensitive environment with several USG
agencies; ability to write well-organized, detailed and succinct
documents; demonstrated ability in planning development assistance
projects. 4. Education: An undergraduate or, preferably, graduate
degree in the social sciences, international relations, law, business,
public administration or a related field. 5. Past Performance
Reference. The salary is equivalent to the GS-14 level. The salary
range for a GS-14 level is $ 63,567 -- $ 82,638. The salary will
bedepend on past salary history and experience of the successful
candidate. The preferred method of distribution of USAID procurement
