CullisonCM@navair.navy.mil. The Naval Air Systems Command intends to
award under competitive best value procedures a contract for ECOMTRAK
support for the J85, J56, J52, TF30, TF34, and F110 engines for a base
period of 12 months and 4 option periods of 12 months each. The
contract type is anticipated as an Indefinite Delivery Indefinite
Quantity Contract. The following is an example of the work to be
performed under the proposed contract: The Contractor shall develop,
monitor, load and maintain maintenance/logistics data collection and
tracking of systems/programs including 3M and Component Tracking
(COMTRAK). Update master files for J-85 engine using all available data
furnished by the CFA and through fleet coordination. Contractor shall
compile and verify pertinent data from all appropriate sources and code
data and verify for accuracy. Analyze Aircraft Engine Maintenance
Systems (AEMS) data for inconsistencies between AEMS and other existing
databases, COMTRAK, Technical Directives Status Accounting (TDSA),
Scheduled Removal Component (SRC) and local files). Discrepancies shall
be reconciled and incorporated into the appropriate existing database.
Provide ad-hoc queries of COMTRAK data and user assistance on the use
of COMTRAK to NAVAIR and Fleet Support Teams. Provide master file
verification, report analysis and failure/life limit visibility and
compare and contrast with to project component replacement and depot
scheduling. All requisite data will be studied, analyzed and the
appropriate recommendations provided to PMA 225. Study, analyze, and
make recommendations concerning fleet maintenance and supply data and
documentation. Compare the current operating time of tracked components
with the assigned life-limits and/or operating intervals as specified
by applicable Periodic Maintenance Information Card (PMIC) and
Technical Directives. Updates and changes shall be incorporated into
the current appropriate Baseline data file. Collect the necessary data
to reproduce aircraft, aircraft systems, subsystem and component
histories. These records shall be maintained at each CFA in order to
provide required history information with minimal time delays. In the
event that archived history records stored at each site are incomplete,
the contractor shall have access to Government databases to assist in
ascertaining the required historic data. All Data Deliverables shall be
made to the Naval Air Systems Command, NAS Patuxent River, Maryland.
This is a total small business set-aside. This requirement is
classified under the Standard Industrial Classification (SIC) Code
8711, indicating a concern including its affiliates, having an average
annual sales or receipts for its preceding three fiscal years not in
excess of $20,000,000.00 is a small business. Hard copies of the
