CORRECTIONAL SERVICES The purpose of this Special Notice is to officially announce and provide information concerning the Bureau of Prisons' (BOP) mission need and future requirement. This notice is solely to provide interested parties information for planning purposes and does NOT constitute a Request for Proposals (RFP). The BOP shall issue a formal notice with specific terms and conditions prior to the release of any RFP. The BOP is planning for correctional services to be provided in contractor-owned/contractor-operated facilities for a population of approximately 7,500 sentenced criminal aliens. The facilities should be located in the states of: (1) Arizona, New Mexico, or Texas; (2) within a 100-mile radius of Alexandria, Louisiana; and, (3) in the Southern California counties of San Luis Obisbo, Kern, San Bernadino, Santa Barbara, Ventura, Los Angeles, Orange, Riverside, San Diego and Imperial. Also, a facility should be located within 100 miles of the main air control tower of the Miami or Tampa, Florida airports. Facilities may be required to be in proximity to emergency services and near major transportation lines. Provisions of the contract may include, but are not limited to: a three-year base period and seven-one year options; a performance-based Statement of Work based generally upon American Correctional Association standards; a significant requirement for an extensive contractor quality control program; a requirement to provide an oral presentation; the use of multi-media technology; and the Internet to exchange information between the Government and offerors. Interested parties should consider facility factors such as: use of existing sites; site acquisition; construction time-frames; financing; and issues of the environment (40 CFR 1500-1508) National Environmental Policy Act (NEPA).
