This is a potential sources sought announcement seeking companies with
the technical and financial capability to operate and maintain the
existing Fort Drum Water and Wastewater Systems. Currently, Fort Drum's
Potable Water is generated from a combination of government owned wells
and a contractor who provides water from the City of Watertown, NY. The
disposal of wastewater is privately contracted. Fort Drum is located in
Northern New York, approximately 10 miles northeast of Watertown, NY.
The installation has roughly 200 administrative buildings and 2,200
sets of family quarters with an estimated day time population of
17,000. The on-post water distribution system consists of approximately
146 Miles of Piping, 2,142 Service Laterals, 12 Wells, 1 Water
Treatment Facility, 13 Control Vaults, 3 Water Storage Towers, an
Underground Reservoir and two 250,000 gallon Water Tanks. The on-post
waste water system consists of approximately 100 Miles of Piping, 2
"Main" Pumping Stations, 9 Lift Stations and 1 Flow Meter Manhole.
Privatization is the process by which the Government sells its water
and wastewater distribution infrastructure to a private entity and then
contracts with that entity for service. The Fort Drum effort is
anticipated to involve the transfer of ownership and any replacement
construction deemed necessary by the offeror. The maintenance and
operation of the water and waste water systems will be for a period of
10 years. All respondents should provide documentation to demonstrate
they have the capability to provide the services at Fort Drum, NY, to
include the following: (1) technical and management
expertise/knowledge; (2) any recent and/or current experience in the
operation and maintenance of systems similar to the Fort Drum systems;
(3) Ability to present a financial bond market plan to finance
upgrades to the infrastructure which will be amortized during the 10
year life of the contract. Respondents are required to furnish their
documentation to theFort Drum Directorate of Contracting no later than
