Spec., VACA, 202-231-2452 The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency (DIA), intends to solicit and negotiate with The Pacific Institute on a sole source basis to award a contract. The contract provides for instruction and material to train approximately 20 employees to present and facilitate the Investment in Excellence (IIE) program. The contractor will be required to provide the license agreement and materials such as audiocassette tapes, videotapes and workbooks for the facilitators to train employees, in addition to consulting services and on-site presentations. Other sources capable of satisfying this requirement are invited to submit clear and convincing data substantiating their capability to satisfy this requirement. All responses should refer to PR 240/0106Z/99. Interested parties have 10 days from the publication date of this synopsis to submit their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. Responses received without the requested information may be considered non-responsive to this synopsis. Oral communications are not acceptable to this synopsis. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
