Investigation (FBI) is resoliciting bids utilizing full and open
competition for the construction of a new Laboratory Facility. The
project consists of three (3) new buildings on an estimated 30 acre
wooded site located at the FBI Academy in Quantico, Virginia. The new
400,000 GSF State of the Art Laboratory is a concrete structure with
four (4) stories above grade, one (1) level below grade and includes a
partial fifth floor that houses a library and mechanical penthouses.
The Laboratory Building is clad in precast and curtain wall glazing,
and has a rubble stone base. The second building is a steel structure
two (2) story 28,557 GSF Central Utilities Plant (CUP), which houses
the following: mechanical equipment required for operation of the LAB;
and includes an engineering/maintenance office for LAB operation, site
work, and entry drive and roadway to serve the plant; and landscaping
will be included. The CUP site is located adjacent to the laboratory
site. The third building, asteel structure 81,000 GSF Conference Center
with associated steel bridge which connects this building to the
Laboratory Building, and is identified as add alternate No 1. The
Conference Center contains meeting rooms, a 500 seat auditorium, a moot
court, and a cafeteria food service. Also, included in this
solicitation is finish work and finish grading to an existing parking
structure. Extensive use of both natural and new landscaping work will
be required along with the creation of a new pond for the storm water
management system is also included. The completion date for this
project is 900 calendar days after notice to proceed. Bid, payment and
performance bonds are required on this project. The estimated cost of
this acquisition is over $75,000,000.00. A pre-bid/site investigation
conference has been scheduled for Thursday, May 13, 1999 at 10:00 a.m.
at the FBI Academy, Quantico, Virginia. Anyone desiring to attend this
site visit shall submit the following: Name, Place of Birth, Social
Security Number and Date of Birth, 48 hours in advance of visit to Mr.
Bruce Lavonis at Facsimile number (703) 632-4648. Estimated release
date for drawings, specifications and contract documents is Tuesday,
April 27, 1999. Bid opening is tentatively scheduled for Thursday, June
10, 1999, 3:00 p.m. local time at the FBI Headquarters, Room 6875,
JEH-FBI Building, 935 Pennsylvania Ave., NW, Washington, D.C. 20535.
Mailed bids must be postmarked no later than five (5) calendar days
prior to the bid opening date. Bids may be hand-delivered to the FBI
Headquarters Building. All hand carried bids shall allow an extra 30
minutes because of security screening at the FBI Headquarters Building.
All requests for bid documents, drawings and specification shall be in
writing. Request for Bid Package shall contain the following: company
name, contact person, telephone, facsimile and street mailing address.
Requests shall reference invitation for Bids (IFB) 7189R and be
postmarked no later than 20 calendar days from the date of this notice.
Any requests post marked after the 20 calendar days will be subject to
the availability of bid packages. There is a two (2) set limit. A
refundable deposit is required in the amount of $1,000.00 per set.
Additional sets of plans, specifications will be available for a
refundable deposit in the mount of $1,000.00 per set and a
NON-REFUNDABLE printing charge of $500.00 per set. Requesters may not
pick-up or drop-off bid sets at the FBI Headquarters building. Bid sets
may only be returned by U.S. Mail or other carrier to the address
listed within the documents. The specifications may be reproduced but
the DRAWING SHALL NOT BE REPRODUCED at any circumstance, per FBI
security guidelines. The lowest apparent bidder shall be subject to
security background investigation on its company and all key
individuals. The bidder awarded the resultant contact shall be subject
to background investigation on its company and all individuals
assigned to the project, the scope of which will be determined by the
FBI. Anyone having access to an FBI Facility will be required to be a
United States citizen. In certain circumstances those individuals
working outside of the FBI Facility may not be required to be U.S.
citizens, but will be required as a minimum Registered Legal Alien. All
