unstricted. The Standard Industrial Classification Code (SIC) is
1542-General Contractors -- Nonresidenal Buildings, Other than
Industrial Buildings and Warehouses. The size standard is $17.0M. 2.
The project consist of the construction of an approximately 57,000
square foot Main Navy Exchange to provide retail sales to active and
retired military personnel at the Naval Air Station, Patuxent River,
MD. The Exchange will contain retail shops, mall, department stores,
storage, administrative areas, and a food service area. The building
will consist of a structural steel frame with masonry veneer, metal
wall panels and EIFS, with necessary mechanical, electrical, and fire
protection systems and interior finishes as scheduled. The project
includes, but is not limited to, erosion and sediment control, clearing
and grading, water distribution systems, storm and sanitary collection
systems, storm water managemen, extension of above ground and
underground high-voltage electrical, concrete and bituminous concrete
paving, landscaping and incidental work. The solicitation has a base
bid and pre-priced options with two alternates. 3. This procurement
will be conducted through the competitive negotiation process and will
result in a firm fixed price contract. Award will be based on best
value to the Government considering price and other non-price factors,
including relevant experience, past performance, and project team
(superintendent, contract administration, and subcontracting). It is
the Government's intention to evaluate proposals and award a contract
based upon initial offers. Therefore, the offerors initial proposals
should contain the offeror's best terms from a price and technical
standpoint. 4. The solicitation will be issued April 23, 1999.
Proposals are due May 25, 1999. There will be a pre-proposal conference
and a site visit on May 11, 1999 at the Naval Air Station, Patuxent
River, Maryland. Specific time and location will be included with the
solicitation. A non-refundable charge of $160.00 per solicitation
package is required. Checks should be made out to "U.S. Treasury".
