request conducted by the U.S. Department of State's Office of Logistics
Management on behalf of the Office of Foreign Buildings (FBO). It is a
request for information only, and your response is not an offer. This
request for information neither commits the Government to pay any
costs incurred in the preparation and submission to this sources sought
request, nor does it obligate the Government to contract for services.
At present, the Department of State does not have a firm requirement,
and this is not a prequalification. The Department of State is seeking
to identify firms who may be interested in participating in a potential
project that would include finance, design, and construction and
possibly maintenance and operations of a new staff housing facility in
Beijing, China. The Liang Ma He site, (leased to the U.S. Government
for 99 years, expiring in 2090) which is approximately 12,000 square
meters (3.0 acres), is located on Liang Ma Qiao Road, approximately 6.4
kilometresNortheast of the American Embassy sites. The site is
basically flat and is located in a mixed commercial office/residential
area. The new staff housing facility would consist of high-rise
apartment buildings, recreational facilities, parking facilities,
light-warehousing facilities, and site improvements. The sixty to
seventy-five housing units will be occupied by families of staff and
mid-level officers and may also be developed to include housing for
principal officers. A minimum of one parking stall per unit is
envisaged, and parking can not be placed below the buildings. The
actual mix and number of units will depend on local zoning regulations,
distribution of staff housing, and staffing projections at the time of
project initiation. The design will provide for "good" quality of life
(working, living, recreational, support, and environmental conditions)
for staff, residents, and visitors. The design will be representative
of the U.S. Government. Considerations during the proposal phase may
include thefollowing factors: (1) construction to US standards; (2)
on-site recreational (availability and quality) and representational
elements; (3) climatic, environmental issues and recreational
functions; (4) building placement and massing, accentuating sustainable
design; (5) US residential living standards; and (6) maximum open
landscaped space. The construction value of the potential project is
estimated to be between $35 million and $55 million. The potential
Request for Proposal may include developer financing, a percentage of
U.S. corporate participation, experience in similar international
projects, familiarity with construction and management of projects in
China, experience and success in sustainable design and energy
efficiency in facility design, and the experience and financial
capability to operate and maintain a facility in Beijing for up to 20
years. As the estimated value of this potential project exceeds
$5,000,000, interested firms are advised that this potential
procurement would be conducted under Section 11 of the Foreign Service
Buildings Act, 22 U.S.C. 302 and Percy Amendment qualification
requirements. If it is determined that adequate competition exists,
eligibility for award of contracts under Section 11 is limited to (1)
American owned firms and (2) Firms from countries which permit or agree
to permit substantially equal access to American firms for comparable
diplomatic and consular buildings. Qualification as an American-Owned
Firm' shall require evidence of (a) performance of similar design and
construction work in the United States, and (b) either (i) ownership in
excess of fifty percent by U.S. Citizens or permanent residents, or
(ii) incorporation in the United States for more than three years and
employment of United States citizens or permanent residents in more
than half of the corporation's permanent full-time professional and
managerial positions in the United States. For the purposes of
determining competitive status, bids from American-owned firms, shall
be reduced by 10 percent. Firms are requested to submit letters of
interest, which shall include a brief overview of the firm's
capabilities to meet the criteria of this potential requirement.
