The University of California, Lawrence Livermore National Laboratory,
seeks sources for the construction of the National Ignition Facility
(NIF). This project will be "fast tracked" and may employ an owner
controlled insurance program, fixed price award fee subcontracts,
partnering, alternative dispute resolution procedures, prevailing
wages, standardization of jobsite conditions, and other management
tools in order to achieve cost and schedule objectives. The NIF Project
Infrastructure includes Laser Auxiliary Utilities. The work includes
extensive mechanical and electrical distribution throughout the Laser
Building and Switchyards which are currently under constructions.
Systems include high purity argon, high purity nitrogen, high purity
vacuum, tempered water, chilled water, tritium, clean compressed air,
helium, hot water, low conductivity water, and demineralized water. In
addition, extension of facility systems for fire protection, lighting
and power, as well a catwalks, mezzanines, and hoistingsystems are
part of this package. An extensive cable plant including installation
of cable trays, cables, and GFE racks is in this subcontract. The
University will pre-qualify all prime construction subcontractors which
perform work on the Infrastructure. Firms responding to this
announcement shall mail a completed Contractor's Qualification
Statement (AIA Document A305, 1986 edition) along with a one-page
narrative in order to be considered for a short list. The narrative
must include the company's EMR for the last three years plus a
description of previous projects with similar aspects. The University
will request the short-listed companies to make a presentation to
project personnel regarding its qualifications. Those firms which fail
to provide the AIA document and any required information will not
receive further consideration. Facsimile and telephone responses will
not be accepted. All qualification documents must be received no later
than 4:00 P.M. on April 26, 1999. This notice is to assist the
University in determining sources only. No solicitation is currently
available. This notice was originally advertised on March 18, 1999. The
estimated value of this scope of work has been increase to $60 to $80
million. Those firms which have submitted qualification statements in
response to the March 18 advertisement do not need to respond again
