The Bureau of the Public Debt currently has a contract with TREEV Inc.,
500 Huntmar Park Drive, Herndon, VA 20170, through September 30, 1999,
for software, hardware and maintenance of the currently-installed
Computer Output to Laser Disk (COLD) system. Due to the potential for
Y2K problems, we have determined that we cannot at this time compete
for acquisition of a replacement system which would be installed during
the end of 1999 or beginning of 2000. Subject to final approval, Public
Debt will award a twelve-month sole-source contract to TREEV Inc., to
maintain the current system and acquire the upgrade items listed below,
for the period through September 30, 2000. (Public Debt intends to
issue a competitive solicitation next year for a replacement system.)
For the current solicitation, the contractor will provide a replacement
jukebox (Hewlett Packard) with the capability of storing a minimum of
1.2 TB of uncompressed data and with 6 read/write drives. The upgrade
equipment shall attach to and be compatible with the existing
server/controller without requiring software conversion. Other items to
be acquired will be 1) optical platters, 2) options for additional
storage capacity, 3) CACHE memory upgrades to the existing
server/controller, 4) options for additional Hewlett Packard read/write
drives, 4) options for additional platters. Delivery and installation
shall be at Bureau of the Public Debt, 200 Third Street, Parkersburg,
WV. All affirmative responses must be in writing, must be accompanied
by sufficient documentation to clearly show compatibility and
compliance to all the above requirements, and must be received within
15 calendar days of this notice. No solicitation document is available.
If no affirmative written response is received, within 15 days after
publication of this notice, to the effect that comparable
items/services which will maintain full compatibility with the current
software are available, and that it is more advantageous to the
Government than obtaining these items/services through the current
contractor, we will award a sole-source contract to TREEV, Inc. Posted
