Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will
be issuing Requests for Proposal (RFP) for the acquisition of continued
development of advanced ceramic armor protection technologies. This
effort is part of the TARDEC Science and Technology Objective (STO) to
develop virtual prototyping to reduce armor weight in combat vehicles
and still provide adequate protection to defeat threats. The
objectives of the effort are for the contractor to furnish, as required
by the Scope of Work: (1) A theoretical formulation for off center
ceramic armor tile ballistic impacts (2) A computer software for
layered ceramic material design and analysis (3) Controlled ballistic
experiments on layered ceramic materials (4) Analytical and numerical
results evaluations of center and off center impacts. This will be
acquired on a Cost-Plus-Fixed-Fee (CPFF). The entire contractual effort
shall be completed within thirty-nine (39) months after date of
contract award. Any proposal received asa result of this synopsis will
be evaluated for possible competition. The proposed contract is sole
source; TACOM will issue a follow-on contract with DOW Chemical Company
of Midland, Michigan for continued development of advanced ceramic
armor protection technologies. As of 15 March 1999, solicitations will
be issued in electronic format only. Solicitations will be posted to
our web site at http://www.tacom.army.mil/acqcen/. All solicitations
issued on or after 1 April 1999 will require offerors to submit offers
paperlessly; only electronic format will be accepted. Contractors will
be required to submit their responses in one of the following
electronic mediums: via 100 megabyte Zip*-disk, e-mail, 3 1/2-inch
disk, or 650 megabyte CD ROM. Offers/bids are to be emailed to
Offers@tacom.army.mil. Do not e-mail offers to the Buyer. The subject
line of email submissions must read "Offer- [Solicitation Number],
Closes [Closing Date]. Maximum size of e-mailed offers shall not exceed
3.5 megabytes. Compressed files must be self-extracting and have
appropriate instructions to open. Hard copy responses will not be
accepted. Please make sure this agency has been furnished with the
following additional information: The SF33 cover sheet filled out,
CAGE, Company Name, DUNS Number, and the email address where you would
like the notice sent. All offerors must be registered in the Central
Contract Registry prior to receiving any award. See the website

how to register. The estimated release date of RFP DAAE07-99-R-L007 is
26 April 1999 and the estimated closing date for Receipt of Proposals
