funding profile only for PRDA No. MNK 99-0001 published in CBDNET on 12
Mar 99 and paper copy on 16 Mar 99 for Agent Defeat Warhead
Demonstration program. Paragraph C (3) of the PRDA should be replaced
with the following paragraph: Government Estimate and Type of Contract:
The Government anticipates awarding a single cost-plus-fixed-fee (CPFF)
contract for Phase I, with a CPFF option for Phase II. The total
contract cost (in then -year dollars) to execute both phases, plus the
additional cost (in then year dollars) of all test support (e.g., sled
tests, targets, range support, etc.) provided by the Government must
not exceed $7.307(Ref. Paragraph D(3) of this announcement). The
offeror is expected to balance the scope of his proposed contracted
effort, and the scope of his proposed Government test effort, such that
the combined cost does not exceed $7.307(NOTE -- The Government
anticipates that the ADWD program then-year-dollars funding profile
inclusive of all funds available for both the ADWD contract and
Government test effort, will be as follows: FY99 -- $0.075M, FY00 --
$1.451M, FY01 -- $2.005FY02 -- $2.080M, and FY03 -- $1.696M. However,
this statement shall not be interpreted as an obligation on the part of
the Government to fund the ADW program at the stated annual levels.) It
is the offeror's responsibility to identify any Government owned
equipment, facilities, and support required for the execution of the
ADW program. Except as noted below, it is also the offeror's
responsibility to generate or otherwise obtain estimates for all the
associated costs incurred by the government in providing the equipment,
facilities and support necessary to meet the contractor's testing
requirements. The exception to this requirement is that standard
inventory fuzes, standard inventory submunitions, and standard
inventory empty bomb cases will be treated as cost free items if they
are provided as Government Furnished Equipment (Ref. Paragraph C(4) of
this PRDA). When the use of reusable Government owned targets is
proposed for the testing of the ADW, the offeror's estimate of
Government test costs must include the cost associated with the
intermediate and final refurbishment of the target structures used.
Paragraph D (3) of the PRDA should be replaced with the following
paragraph: Cost Proposal: Adequate price competition is anticipated.
The Volume 2 cost proposal must include as a minimum a man-hour
breakdown by task, a cost element summary including labor, overhead,
travel, G&A, etc. for the basic contract, Phase I, and the option for
Phase II, and an expenditure schedule for the entire program. Technical
and Cost Proposals submitted in response to this announcement must
reflect a balance between the costs associated with the contracted ADW
development effort, and the additional cost to be incurred/borne by
the Government in testing the contractor's warhead. In the interest of
achieving that balance, the contractor will be required to propose
both the contractor's costs associated with his design, development and
test/test support efforts; and the additional cost incurred by
Government in accomplishing the Government conducted tests proposed by
the contractor in his overall test plan (Ref. Paragraph D-(2) of this
PRDA). The total combined cost to execute the contractor's proposed
in-house design, development, and test effort (i.e., the cost
associated with the basic contract (Phase I) and the cost for the
subsequent option for Phase II), and the proposed Government conducted
test effort for Phases I and II, must not exceed $7.307 A proposed ADW
concept may be deemed unsatisfactory if, in the Government's opinion,
the concept cannot be adequately tested within the budgetary limits of
the ADW program in a manner which demonstrates achievement of program
minimum objectives. The offerors cost proposal should clearly
delineate and segregate the costs associated with the contracted effort
from the Government test support. The proposed cost of thecontracted
effort shall be presented as Volume 2-A. If the effort proposed under
Phase II includes flight test hardware and flight test related
activities, all such associated contractor costs shall be segregated
and clearly identified in Volume 2-A. Volume 2-A shall also separately
identify any costs associated with data rights. It is anticipated that
a significant amount of the work performed under the ADWD contract will
be classified. The offeror should therefore consider, and reflect in
his proposal, the cost impact that security will have on all aspects of
his proposed effort. The offeror shall use the draft ADWD SCG as the
basis for determining security-related costs. Volume 2-A shall also
identify the cost associated with implementing the program security
requirements as derived from the ADWD SCG. The referenced security
requirement costs shall be identified for each relevant sub-element of
the offeror's proposed Work Breakdown Structure. (Note: There may be
differences between the classification levels for material submitted in
the offeror's proposal in accordance with the three interim SCG's
(i.e., the "Agent Defeat Warhead Technology SCG", the "Fuzes and Fuze
Components SCG", and the "Slapper Detonator SCG"), and the level of
classification identified for the same material in the draft ADWD SCG.
In such instances, the ADWD SCG shall still be used in determining the
proposed security-related costs.) The cost of Government test support
and Government furnished property (GFP), excluding any GFP that the
offeror has been notified in writing by the Contracting Officer will be
provide at no cost, shall be presented as Volume 2-B. All proposed
costs should be presented in then-year-dollars. (Note: When requesting
cost estimates for test support from Government test organizations,
the offeror should clearly state that the ADWD program's Government
sponsor, AFRL/MNMI, will make payment directly to the supporting
Government test organization. The offeror should also ensure that the
estimated Government test costs account for projected Government
