synopsis/solicitation for commercial service prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotation are being requested and a written
solicitation will not be issued. Solicitation No. N61339-99-Q-0099 is
hereby issued as a request for quotation (RFQ) and incorporates the
provisions and clauses in effect through Federal Acquisition Circular
97-09. This solicitation is set-aside for small business. The SIC Code
for this solicitation is 8999 with annual receipt of $5M. The
following Service is required: DEVELOPMENT OF A TAXONOMY FOR EVALUATING
COMPUTER GENERATED FORCES & COGNITIVE MODELING TOOLS, as per the
following Description of Work (DOW). 1.0 Scope: The contractor shall
provide support for special technology area research into development
of a taxonomy for computer generated forces (CGFs) and cognitive/
behavioral modeling (CBM) applications and techniques for use within
Department of Defense (DoD)-related modeling and simulation projects.
This taxonomy will assist DoD in selecting the most promising CGF/CBM
for various mission areas. The contractor shall specifically examine
the CGF/CBM applications and techniques from an artificial
intelligence/knowledge representation capability and from a cognitive
representational ability. 2.0 Background: The increasing use of
simulations for military training, mission rehearsal, analysis,
acquisition, and command decision aiding applications, together with
their extension into the domain of joint operations, places far greater
expectations on the output of the underlying models than originally
intended. In particular, most synthetic force models within military
simulations have been constructed using relatively primitive human
models in which the richness of behavior and decision-making are
represented in only a coarse and brittle manner. This has produced
simulated opponent and allied forces with unrealistic behavior and
simplistic responses that do not correspond to the behavior of real
individual soldiers or units. Advances in the psychological,
organizational and sociological sciences have produced a large body of
knowledge in human behavior and cognition that to date has been
incorporated only minimally into CGFs. This program has been
established to facilitate the inclusion of this science in CGFs towards
improved realism of military simulations. The results will be described
as a taxonomy, for developers of CGFs and CBM techniques, intended to
provide a common frame of reference; an understanding of the interplay
between military simulation environments and specific behavioral
representations; and increase communication among the various
disciplines that contribute to the modeling and simulation enterprise.
3.0 Requirements: The contractor shall meet with the NAWCTSD Principal
Investigator (D. Lyons) in Orlando, FL on a monthly basis to provide
work status and discuss progress. 3.1 Task 1 -- Recommended CGF/CBM
Evaluation Taxonomy: The contractor shall: 3.1.1 -- Review Modeling
Human and Organizational Behavior (Pew and Mavor 1998), published by
the National Research Council, to select the CGF/CBM applications and
techniques to evaluate. 3.1.2 -- Create an evaluation taxonomy by
developing a list of relevant and discriminatory features that may be
used to evaluate a given list of CGF/CBM applications and techniques.
3.1.3 Task progress shall be summarized in the contractor's monthly
progress report and task completion shall be detailed in a final
report. 3.2 Task 2 -- Update Taxonomy Based on Feedback: The contractor
shall: 3.2.1 -- Identify the appropriate community to provide feedback
on the Task 1 evaluation taxonomy. 3.2.2 -- Distribute the evaluation
taxonomy to the community identified in 3.2.1. 3.2.3 -- Conduct a
one-day workshop in Orlando, FL to present the Task 1 evaluation
taxonomy (this includes obtaining facilities, identifying a date and
time, and inviting the community identified in 3.2.1 to participate in
the workshop). 3.2.4 -- Invite and fund travel for a panel of eight
(8) experts from within the community identified in 3.2.1 to present
their feedback on the Task 1 evaluation taxonomy during the workshop.
3.2.5 -- Collect feedback from the workshop participants during the
workshop. 3.2.6 -- Summarize the feedback and prepare a final
evaluation taxonomy. 3.2.7 -- Task progress shall be summarized in the
contractor's monthly progress report and task completion shall be
detailed in a final report. 4.0 Documentation: 4.1 -- Contractor
Progress, Status, and Management Report: The contractor shall prepare
and submit a monthly Contractors Progress, Status, and Management
Report. Submission shall be due the 15th of each month beginning with
the second month after contract award through the end of the contract.
Copies shall be distributed as follows: NAWCTSD (Lyons), one copy;
NAWCTSD (PCO), one copy. The Government shall have 30 days for review
and acceptance/rejection. Acceptance of any progress report which
includes information concerning changes in contract
requirements/standards/ specifications does not constitute Government
agreement to those changes; only by direction of the Contracting
Officer can such changes be made. 4.2 -- Scientific and Technical
Report, 4.2.1 -- Report On A Recommended CGF/CBM Evaluation Taxonomy --
The contractor shall prepare and submit a final report detailing the
results of Tasks 1 and 2. Contractor format is acceptable. Submission
shall be due seven (7) months after contract award. Copies shall be
distributed as follows: NAWCTSD (Lyons), three paper copies, one
electronic copy; NAWCTSD (PCO), cover letter only. The electronic copy
shall be submitted on a 3 " disk in an electronic format that is
compatible with Microsoft Word 7.0 or higher for Windows. The
Government shall have 30 days for review and acceptance/rejection. 5.0
Period of Performance: All efforts shall be completed under this
contract no later than seven (7) months after contract award (END OF
DESCRIPTION OF WORK). SELECTION CRITERIA: The contract resulting from
this Request for Quotation (RFQ) will be awarded to that responsible
offeror whose quote, conforming to the RFQ, is determined most
advantageous to the Government, price and other factors considered. The
evaluation factors listed below are in descending order of importance:
Personnel, Past Performance, Price. Although price is the less
important evaluation factor, it is important and should not be ignored.
The degree of its importance will increase with the degree of equality
of the proposals in relation to personnel qualifications and past
performance, or when it is so significantly high as to diminish the
value of the superiority of the personnel or quality of the past
performance to the Government. PERSONNEL: Resumes shall be provided for
all proposed personnel. The contractor's team shall consist of
personnel having the following qualifications, as a minimum. How the
proposed personnel meet the qualifications must be addressed separately
and in detail. Qualifications can be concurrent for individual
personnel; i.e., it is possible for a single person to meet all
thirteen (13) qualification requirements. 1: At least one member who
has obtained advanced degrees in both Psychology and Engineering. 2: At
least one member who has obtained an advanced degree in Computer
Science or Computer Engineering. 3: At least one member who has served
as a Principal Investigator in conducting research for Navy training
applications. Experience in distributed and embedded simulation based
training is preferred. 4: At least one member who has served as a
Principal Investigator in conducting research for Army training
applications. Experience in distributed and embedded simulation based
training is preferred. 5: At least one member who has served as a
Principal Investigator in conducting research for Air Force training
applications. Experience in distributed and embedded simulation based
training is preferred. 6: At least one memberwho has served as a
Principal Investigator in conducting research on computer generated
forces. Performance with Government laboratories is preferred. 7: At
least one member who has served as a Principal Investigator in
conducting research on human behavior modeling. Performance with
Government laboratories is preferred. 8: At least one member who has
served as a Principal Investigator in conducting research on artificial
intelligence. Performance with Government laboratories is preferred. 9:
At least one member who has published research in a technical report or
journal article on the topic of military training. 10: At least one
member who has published research in a technical report or journal
article on the topic of computer generated forces. 11: At least one
member who has published research in a technical report or journal
article on the topic of human behavior modeling. 12: At least one
member who has published research in a technical report or journal
article on the topic of artificial intelligence. 13: At least one
member who has organized and facilitated a workshop or conference. PAST
PERFORMANCE: The offeror shall provide past performance information, to
include recent (past two (2) years) and relevant contracts for the same
or similar items and other references (including contract numbers,
points of contact with telephone numbers and other relevant
information). The Government reserves the right to consider past
performance data from a wide variety of sources both inside and outside
the Federal Government. PRICE: Each offeror shall provide a brief labor
cost breakdown, including direct and indirect rates. The following FAR
provisions and clauses apply to this acquisition. 52.212-1, 52.212-3,
52.212-4, 52.212-5. The following subparagraphs of FAAR 52.212-5(b),
and DFARS addenda thereto, apply: (6), (7), (8), (9) and (16);
252.225-7001 and 252.225-7036. A completed copy of FAR 52.212-3 and the
following DFARS addenda, must be included with quote: 252.225-7000 and
