Government Printing Office at 202/512-1800. INFORMATION AND EVALUATION
FACTORS The Kansas City Facilities Service Office is soliciting a
contract for Architect-Engineer Roof Consulting Services for
investigation and evaluation of existing roofing system, preparation of
cost analysis, recommendation for repair or replacement, design of
roofing systems, preparation of construction contract documents,
solicitation assistance, and surveillance of construction. Proposals
must demonstrate a working knowledge and experience with all types of
roofing systems. The Contract will have a minimum aggregate work order
value of $5,000.00 and a Not-To-Exceed contract amount (A/E fees) of
$2,500,000.00. The resulting contract will be for two years with three
additional one-year options, if exercised. Multiple awards may be made
for the Kansas City Facilities Service Office for projects in the
Dakotas District (ZIPS: North Dakota 580-588; South Dakota 570-577; and
Minnesota 565-567). However, projects in other areas may be issued
against this contract. Any resulting contract may be bilaterally
modified to meet changing Postal regulations. Specific selection
criteria in relative order of importance will include, but not be
limited to: iFirm must have a minimum of five (5) years experience in
the design of roofing system iMust have five (5) years experience in
surveillance of roof construction iFirms must have field test
capability for diagnosing roofing problems iAbility to obtain moisture
surveys in roofing systems iWorkload and staffing such that they can
respond to USPS requests in a timely manner iMust have capability in
construction cost estimating and energy conservation iErrors and
Omissions Insurance iPublic and Automobile Insurance, Workers
Compensation insurance and Employers Liability Insurance iParticipation
of a bona-fide minority business firms. Consideration will be given to
firms responding to this announcement in accordance with the forgoing
instructions in the following geographical area(s) and order of
preference: 1) Offices within a 50 mile radius of Des Moines, 2) State
of Iowa, and 3) Elsewhere. Architect and engineering firms will be
considered local only if their sole office is in the local geographical
area or they have a local branch office and all of the architectural
design, coordination, and management of the project will be
accomplished in that office. There is no restriction on the geographic
location of consultants. It is prohibited to pay any fee, brokerage
fee, commission or percentage on any basis to any firm or person
contingent upon the award of this contract. Submitting firms must have
AutoCAD Release 12 capability. Firms should be multi-disciplined or
have a continuing service arrangement with pre-identified consultants.
The prime architectural or engineering firm must posses the following
minimum staffing within the prime firm: 2 Registered Architects
registered within the state(s) this solicitation encompasses, and 2
CAD/D Technicians. The consultant Engineering firms, if any, must have
2 each registered Engineers in the following disciplines: Mechanical,
Electrical, Structural and Civil. Firms which possess the
qualifications to perform the services described above are invited to
submit a completed, current SF Form 255, "Architect-Engineer and
Related Services Questionnaire for Specific Project," a completed
current SF Form 254, "Architect-Engineer and Related Services
Questionnaire," and a completed SF Form 254 for each of its proposed
consultants to the office shown above. Submittals must indicate which
of the areas you wish to be considered for. A pre-selection to identify
the most highly qualified firms will be conducted with the combined use
of the submitted SF 255 and SF 254. Interested firms with more than one
office must indicate on their SF 255 the staffing composition of the
office in which the work will be performed. Indicate solicitation
number in block 2b, of SF-255. The completed SF 255 should indicate the
specific personnel from the responding firm and all consultants
expected to do the work on this contract, with resumes for each,
professional registrations by state, and experience in this type of
work over the past five (5) years. Submittals will not be retained or
returned. Firms wishing the submittal returned must supply a
self-addressed, postage paid envelope. This is not a request for
proposal. This office does not supply SF254 or SF255 forms. Offerors
are encouraged to submit their proposal(s) by one of the methods
offered by the U.S. Postal Service: First Class, Priority or Express
