The Space and Naval Warfare Systems Command (SPAWAR) intends to issue a Request for Proposal (RFP) employing FAR Part 12 commercial item acquisition procedures. This effort is to procure C-Band space segment in the Indian Ocean Region (IOR) and terrestrial services for the Navy Commercial Wideband Satellite Program (CWSP)-Challenge Athena, a command and control communications system. The estimated value of this firm fixed price, indefinite-delivery indefinite-quantity (IDIQ) contract is $30 million -- $6.0 million per year for one base year plus four (4) one-year options. The not-to-exceed and minimum quantities shall be specified in the RFP. This acquisition shall provide a communications channel at rates from 3 to 24 Million bits per second (Mbps) for US Navy ships operating in the Mediterranean Sea, Persian Gulf, and Indian Ocean. The contractor shall furnish end-to-end connectivity including commercially leased space segment, terrestrial gateway, and communications circuits between the gateway and NCTAMSLANT, Norfolk, Virginia. The space segment shall consist of C-Band satellite transponder(s) with coverage between 350 East and 120 East longitude. Use of inclined orbit satellites is permissible. The Navy can make use of linearly polarized satellites with the proper consideration for polarization mismatches. US Navy ships are equipped with INTELSAT standard G/G x 2.74 meter tracking antennas with circularly polarized feeds and a G/T of 18.5 dBi/K. The terrestrial gateway shall consist of a minimum 11-meter antenna located with access to the proposed satellite. The gateway facility shall house Government Furnished Equipment (GFE) including baseband, modems, and networking equipment. The GFE modems operate with nominal Eb/No of 6.0 dB with forward error correction, Reed/Solomon encoding, and QPSK modulation for an approximate occupied bandwidth of 2.5 MHz per T1. The gateway shall provide all Radio Frequency equipment necessary to access the satellite. The contractor shall provide all services necessary to operate the gateway equipment and shall pay all fees associated with operating the gateway including, but not limited to, Host Nation Agreements (HNAs), licensing, and permits. The baseline requirement includes one year of end-to-end connectivity for two full duplex T1 circuits with gateway services and terrestrial back haul capability to NCTAMSLANT Norfolk, Virginia. The small business size standard for SIC Code 4899 is a business, including its affiliates, averaging no more than $11 million in annual receipts. Annual receipts of a concern which has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks, including fractions of a week that it has been in business, and multiplied by 52. SPAWAR 02-32 anticipates releasing the DRAFT RFP as well as the DRAFT Statement of Work (SOW) on the SPAWAR Business Opportunities Page (http://e-commerce.spawar.navy.mil) in late April or early May 1999. Questions and comments regarding these two documents are solicited. The deadline for receipt of these questions/comments will be announced at the time of release of the draft RFP and SOW. Interested offerors shall also identify whether their company is a large business or a small, small disadvantaged, women-owned, or HUBZoned-certified small business. The definitions for these small business classifications may be found in FAR Part 19. Offerors are encouraged to respond to this request for information (RFI); however, lack of a response to this RFI does not preclude participation in the upcoming procurement. The Government will use the responses from the RFI to help solidify the requirements for this procurement. The Government intends to provide the information and documentation received, including that marked as proprietary, to Government personnel and a support contractor from Integrated Systems Control (ISC). Consequently, interested offerors who are providing proprietary information/documentation shall have entered into non-disclosure agreements with ISC no later than 22 April 1999, with a copy forwarded to Ms. Kim Tu (Code 02-32L) at 4301 Pacific Highway, San Diego, CA 92110 or (619) 524-7178 (FAX). Failure to enter into an individual non-disclosure agreement will limit the Government's ability to evaluate the offeror's information/documentation package.
