The proposed contract is to operate, manage and maintain the Fort Riley's Museums which are: The U.S. Cavalry Museum, the Fort Riley Regimental Museum (formerly the 1st Infantry Division Museum), these buildings are operational seven (7) days per week; and the Custer House which is operated seasonally. The contractor shall provide management, administration, supervision and all resources necessary to accomplish the work identified in the contract. The contractor shall maintain Museum collections and documents and shall provide services related to the museums, collections and historical setting. The contractor's key personnel shall have a general knowledge of U.S. Army Military History with specific background in U.S. Cavalry history, American 20th Century warfare, and U.S. Army unit organizations. The U.S. Cavalry Museum mission is to collect, preserve, and display artifacts, photographs and documents relating to the history of the American Cavalry form 1776 to 1950. In addition, the Museum collects the same type of material related to the U.S. Army Constabulary from 1946 to 1952 and Fort Riley history from 1854 to present. The contractor shall provide personnel knowledgeable and skillful in conservation and preservation practices, research and exhibit design and interpretation. The contractor shall serve in a advisory capacity to the Installation Staff Historian on inquiries pertaining to Army History, the Army Education Program, programming new or enhancing museum exhibits, and preserving monuments and historic structures and sites. The contractor shall support the Staff Historian by conducting research and compiling information of Fort Riley's history and the history of units assigned to Fort Riley, Kansas. The gift shop in Building 205 will be operated and maintained by the Government. The proposed contract will be a firm fixed type contract with a base year of 1 Nov 99 through 30 Sep 2000 and includes four (4) option years. The Request for Proposal (RFP) will be issued on or about 27 Apr 99 and will close on or about 12 Jun 99. This proposed procurement is a Commercial Activity study under OMB Circular A-76 and may or may not result in the award of a contract. The proposed solicitation is 100% set a-side for small business. The Standard Industrial Classification (SIC) code is 8412. The small business size standard for this project is $5.0 Mil.
