Abdul-Amin, PA, 301-496-2607/ or Debora Pitts, Contracting Officer 301-402-2284 This is a combined synopsis/notice of the intent to procure a commerical item prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The National Institute of Allergy and Infectious Diseases (NIAID), intends to procure a commerical recruitment service who can assist the NIAID Office of Human resources Mangement (OHRM), in identifying suitable candidates for the position of HEAD CLINICAL TESTING PROGRAM. The NIAID/OHRM would then be involved in the final selection and hiring procedure. The selected cadidate would be expected to meet standard selection criteria for the appointment. CONTRACTOR REQUIREMENTS: A contractor must have demonstrable experience in recruiting for positions similar to that needed by the NIAID. The contractor must be familiar with the available pool of potential candidates for such a position and the companies, which currently employ such individuals. The contractor is to conduct recruiting by contacting individuals in biotechnology and vaccine development companies or academia where qualified candidates are most likely to be found. The selected contractor must have experience in identifying candidates to fill positions in the biotechnology field. It is the role of the contractor to identify and contact individuals in the work force that normally might not be aware of the needs of the NIAID and would be unreachable except through a custom recruiting approach. The contractor will refer only those applicants from whom the contractors has not accepted fees other than registration fees (if registration fees are imposed, they must be imposed regardless of the whether the registrant is referred for employment or placed). The contractor is prohibited from implying that it is the sole or primary avenue for employment with the Federal Government. When one (1) or more candidates express interest, the contractor will use its experience with previous search efforts to evaluate them on the basis of their qualifications an work history. The contractor will then present all candidates to the NIAID/ORHM officials who meet the qualification requirements previously identified. The contractor may check references at the program's request. However, the official offer of employemnt will be made by the NIAID/OHRM after all required Government regulations are adhered to. By federal laws, the contractor, as well as, other recruiting firms, are bound as agents of their clients to comply with provisions of the Civil Rights Act of 1964, The Civil Rights Act of 1991, the Americans with Disabilities Acts of 1991, and other anti-discrimination legislation. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 11. The government shall award a fixed price purchased order to the responsible contractor. The clause at 52.21-4, Contract terms and conditions-Commerical Items applies to this acquisition. The clause at 52.212-5, Contract terms an conditions required to Implement Statures or Executive Orders-Commerical Items applies to this acquisition. The clauses of subpart (b), which apply, are 6 & 10. Delivery shall be completed ninety (90) days after award to: NIH/NIAID, 9000 Rockville Pike, Building 4, Bethesda, MD 20892.
