The government intends to negotiate a sole source contract award with the University of New Hampshire to perform sampling, data analysis and modeling to correlate ellgrass and related physical and chemical factors for Ninigret, Quonochontaug and Winnipaug Ponds in Rhode Island. This information will be used to help design and evaluate alternatives for the restoration of eelgrass and related habitats in the ponds. The contractor will be required to perform sampling of various parameters describing eelgrass growth and physical parameters related to the growth of eelgrass. He/She must access existing data belonging to the University of Rhode Island and the University of New Hampshire to relate the results of short-term sampling performed for the project to long-term trends in the ponds. The contractor will be required to relate sedimentation rate, water quality, measurements of photosynthetically active radiation and other physical and chemical factors to characteristics of eelgrass growth in the ponds under various project alternatives. The contractor will be required to use the information collected in a proven model (not provided by the Government) for predicting eelgrass growth related to physical and chemical parameters. The model must generate an index describing the quality of eelgrass plants for various project alternatives. The contractor's lead investigator must have a Phd. in Estuarine Science or in a closely related field. No solicitation will be issued.
