commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation No. 539-22-99 is issued as a Request for Proposals (RFP).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-09. This
solicitation is being 100% Set-aside for small business and is
anticipated to result in a firm fixed price contract. Standard
Industrial Classification (SIC) Code 7381, "Detective, Guard, and
Armored Car Services Work", applies. The size standard for being a
small business is $9 million. The Government is planning to procure 2
FTE unarmed Hospital Security Guards for a Base Period and Four One
Year Option Periods. Please provide per hour prices for the following
Performance Periods and Estimated Hours: BASE PERIOD: Date of contract
award through 30 September 1999, 2080 Estimated Hours; OPTION PERIOD
1: 1 October 1999 through 30 September 2000, 4160 Hours; OPTION PERIOD
2: 1 October 2000 through 30 September 2001, Estimated 4160 Hours;
OPTION PERIOD 3: 1 October 2001 through 30 September 2002, Estimated
4160 Hours; OPTION PERIOD 4: 1 October 2002 through 30 September 2003,
Estimated 4160 Hours. TOUR OF DUTY: Security Guards will work 6:00 am
to 2:30 pm, Weekdays, Monday through Friday, excluding federal
holidays. LOCATION OF SERVICES: VA Medical Center, 3200 Vine Street,
Cincinnati, Ohio 45220. MAJOR DUTIES: Contractor shall provide all
management, supervision, manpower, materials, supplies and equipment
and shall plan, schedule, coordinate and assure effective performance
of services described herein. Security Guards will patrol on foot; the
parking areas to ensure only authorized vehicles are parked on
property. Security Guards will work with Police staff to identify
unauthorized vehicles parked on property. Security Guards will also
register and update vehicle registration files, located in the Police
watch office, as well as other related administrative duties. Also take
the required initial information from telephone calls or in person for
use by the police officers. Security Guards must be able to identify
emergency situations, and react accordingly(fire alarms, etc., ref:
Hospital Paging System). Security Guards work under the supervision of
the shift supervisor/watch commander. Security Guards will also patrol
on foot, the interior of the buildings and report to the Supervisor on
duty, who will initiate responses, and report any suspicious
activities to the supervisor on duty. Security Guards will not be the
supervisor on duty. Security Guards will monitor the Police Closed
Circuit Television Cameras (CCTV) and the computerized Intrusion
Detection System, located in the Police watch office. Security Guards
will monitor and use the radio communications system. Security Guards
will also perform room/door locks and unlocks. Physical Demands:
Security Guards will be required to walk or stand for extended periods
of time and climb stairs. WORK ENVIRONMENT: The work is performed both
indoors and outdoors. Security Guards may have to render assistance to
persons who are lost, mentally incapacitated, intoxicated, confused,
angry, or uncooperative. Security Guards must be able to interact with
patience and professionalism with persons displaying the above
qualities. Bidders must include a completed copy of the provision
52.212-3, Offeror Representations and Certifications -- Commercial
Items, 52.204-6, Contractor Identification Number -- Data Universal
Numbering System (DUNS) Number, and VAAR 852.219-70, Veteran-Owned
Small Business with its bid. The following incorporated provisions and
clauses are those in effect through FAC 97-09 and are applicable to
this acquisition; 52.212-1, Instructions to Offerors-Commercial Items;
52.212-2, Evaluation -Commercial Items, The Government will award a
contract resulting from this solicitation to the responsible bidder
whose quote conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. Past performance
and technical capability are approximately equal in weight, and, when
combined, are approximately less equal to price; 52.212-4, Contract
Terms and Conditions-Commercial Items; 52-212-5, Contract Terms and
Conditions to Implement Statutes or Executive Orders-Commercial Items;
52.222-3, Convict Labor, Protest After Award. The Contractor agrees to
