project will provide a 13000 square foot consolidated facility for
survival training requirements. The project adds a new wing to the
existing Academic Training Complex facility built under Phase 1. The
project will include a new distance learning laboratory, day and night
environmental familiarization laboratory, emerging technology
applications laboratory, graphic shop, instructor storage areas and
administrative areas. A special feature required is a 36 foot diameter
dome, contractor furnished for use with government furnished Star
Rider Projection System, video wall modules, sound system, various
projectors, parachute virtual reality simulators and such other
equipment. The facility will be single story, structurally connected to
Phase 1 building, with double pitched roof and a raised transverse
ridge at the exterior end of wing for clearance for the dome. The
solicitation will be issued as an Electronic Bid Set (EBS) on CD-Rom
format only. EBS CD-Rom disks with plans and specs available on or
about May 25, 1999 at no charge per set. No individual sheets are
available. EBS CD-Rom disks will be issued on a first come, first
served basis until supply is exhausted. No phone requests accepted.

writing and be received before bid documents will be mailed. Requests

solicitation number. An additional confirmation copy of your request
need not be mailed. Please be sure to include if you are a Prime, Sub
or Plans Room. EBS CD-Roms may be picked up from the Plans Room Monday
thru Friday between the hours of 7:30 A.M. and 3:30 P.M. Submit
requests by May 14, 1999. Estimated dollar value is in the range of $1
million to $5 million and completion period is 420 days. Standard
Industrial Classification Code is 1542. Project is open to both large
and small business. If you are a large business and your bid or
proposal will exceed $1,000,000 you will be required to submit a
subcontracting plan. For the purposes of this procurement a concern is
considered a small business if its average annual receipts are $17
